As a Unitary Authority we are responsible for all local government functions ranging from social services, transport, public health and parks through to planning, trading standards, community safety and education, so we offer a wide range of career opportunities. The diversity of our economy and communities and investment in a number of exciting regeneration projects makes our Council a great place to work, learn and make a difference.
Your new role
Southend-on-Sea City Council is looking for a skilled and motivated Traffic Regulation Order (TRO) Officer to join our Traffic Management and Parking team. This is a full-time, permanent role with the flexibility of hybrid working.
In this key position, you will support the delivery of highway and parking schemes by drafting, processing, amending and making Traffic Regulation Orders in accordance with relevant legislation, statutory procedures and Council governance arrangements. You will manage the TRO process, ensuring legal documentation, schedules, plans and statutory notices are accurate and compliant.
You will analyse consultation responses, prepare reports to support decision-making, maintain accurate records of existing and new Orders, and provide technical advice to colleagues, Councillors, contractors and members of the public. You will also respond to enquiries, including Freedom of Information requests, and identify and escalate any legal or procedural risks.
You will undertake other duties as may reasonably be required, consistent with the role and level of responsibility of this post.
You will be expected to adopt a flexible working approach, as you may occasionally be required to work outside normal office hours, as directed by your line manager.
What you'll need to succeed
To succeed in this role, you will need a sound understanding of Traffic Regulation Order legislation and experience of drafting or processing TROs. You should have knowledge of the Road Traffic Regulation Act 1984, the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, the Traffic Signs Regulations and General Directions 2016, and the Traffic Management Act 2004.
You will need excellent attention to detail, strong written and verbal communication skills, the ability to interpret plans and spatial data, and experience of managing information and working with a range of stakeholders. You should be organised, able to manage competing priorities and confident working independently and as part of a team.
You must be degree qualified, or have equivalent significant vocational experience in highways, traffic or parking, and hold a full UK driving licence.
What you'll get in return
When joining the council, you can enjoy a range of benefits including: 25 days annual leave, flexible working and excellent training and development opportunities. They are committed to ensuring that you are supported in this varied and challenging role with the appropriate level of training. A full list of benefits provided by Southend Council can be viewed on the "Why Work For Us?" tab.
