Job Description
The RCA Professional 7 serves as a Risk & Compliance advisor to the Prepaid business line. The role provides dedicated first-line risk support across the full lifecycle of prepaid products, digital capabilities, strategic initiatives, regulatory changes, operational enhancements, and issue remediation. The advisor works directly with Product, Sales, Client Onboarding, Digital, Technology, Operations, Legal, Financial Crimes Compliance, Fraud Strategy, Compliance, and governance teams to identify requirements early, translate risk expectations into practical actions, and keep work moving through implementation and post-implementation closure.
This is not a traditional end-stage compliance review role. The successful candidate becomes embedded in the work, develops a detailed understanding of the product and operating model, asks the questions that uncover downstream impacts, brings the right specialists together, and helps the business reach a compliant and sustainable solution. The position requires sound judgment, curiosity, persistence, and the ability to organize and influence work across a large matrixed organization.
Position Highlights
- Prepaid advisory partnership: Serve as a primary Risk & Compliance advisor for U.S. Bank-issued and program-managed prepaid products, including payroll, government disbursement, general purpose reloadable, incentive, rewards, single-load, digital card, and related money movement capabilities
- Early engagement and change governance: Engage during opportunity assessment, product planning, change control, BCIQ, and PRISM intake to clarify scope, identify impacted products and stakeholders, determine the appropriate review path, and prevent avoidable late-stage delays
- Risk assessment and practical guidance: Analyze complex or ambiguous product, operational, regulatory, technology, fraud, and third-party risks
- Translate requirements into clear options, guardrails, controls, procedures, disclosures, testing, or escalation paths that the business can implement
- Project and initiative leadership: Independently support a portfolio of concurrent initiatives from early design through implementation and post-implementation closure. Maintain status, dependencies, decisions, risks, evidence requirements, and next steps
- PRISM and risk mitigation management: Review and strengthen BCIQ and PRISM submissions, coordinate subject-matter expert reviews, develop or challenge risk mitigation plans, track evidence, resolve documentation gaps, and drive timely closure of pre- and post-implementation requirements
- Regulatory change management: Assess new or changing laws, regulations, regulatory guidance, and industry requirements for Prepaid applicability. Coordinate impact assessments, business responses, implementation plans, stakeholder alignment, and retained documentation
- Controls and risk assessments: Support ECRA and RCSA activities, process questionnaires, risk and control matrices, control self-assessments, credible challenge responses, control design improvements, and testing or monitoring expectations
- Issues, audits, and examinations: Support issue identification and intake, root-cause and impact analysis, corrective action planning, audit and examination requests, walkthroughs, First Day Letters, evidence production, and validation of sustainable remediation
- Cross-functional coordination: Identify and engage the appropriate partners across Legal, Compliance, Financial Crimes Compliance, Fraud, Information Security, Privacy, Third Party Risk Management, Operations, Technology, and Product. Facilitate decisions when ownership or requirements are unclear
- Reporting and documentation: Provide concise, decision-useful reporting on initiatives, risks, open questions, dependencies, escalations, approvals, and upcoming milestones. Maintain organized records that support governance, audit readiness, and effective handoffs
- Process improvement: Identify opportunities to simplify duplicative or low-value requirements while preserving appropriate risk management. Recommend scalable processes, job aids, templates, decision frameworks, and governance improvements

- Excellent written and verbal communication skills, including the ability to develop and clearly articulate well-supported points of view and explain complex requirements to business and technical audiences
- Strong project management, organization, documentation, prioritization, and follow-through skills, with the ability to provide direction, coordinate cross-functional work, and drive multiple simultaneous initiatives
