What this job involves:

The Regional Engineering Program Lead is responsible for providing strategic and operational engineering leadership across the client's JAPAC portfolio, ensuring the safe, compliant, reliable and efficient operation of building services, infrastructure and critical engineering systems.

Reporting directly to the Global Engineering Lead, the role will provide regional leadership of engineering operations, technical governance, asset management, reliability and continuous improvement, supporting the delivery of integrated facilities management services across the portfolio.

The role will work closely with the Account Director as the primary regional stakeholder, maintaining strong alignment between global engineering standards, regional business priorities and client expectations.

In addition to engineering leadership, the position will provide oversight and coordination of regional project delivery activities, ensuring that engineering and project programs are effectively planned, prioritised and executed in support of operational and business objectives. This includes leadership of the Regional Projects Lead, who will maintain functional alignment with the wider Projects vertical.

Main Duties:

  • Provides regional engineering leadership across JAPAC, overseeing team staffing, performance, development, and succession planning while driving global standards and best practices.
  • Ensures effective operation and maintenance of critical building infrastructure (electrical, mechanical, HVAC, UPS, generators, HV/LV systems) and drives compliance with regulatory, contractual, and safety standards.
  • Manages PPM compliance (95% target) and reactive maintenance, acting as regional escalation point for engineering issues and overseeing specialist service provider performance.
  • Leads asset management initiatives, ensuring accurate CMMS data, asset lifecycle visibility, and reliability strategies (preventive/predictive maintenance, risk-based planning, condition assessments).
  • Develops and maintains a rolling five-year capital asset replacement plan and provides engineering input into capital investment planning and infrastructure improvements.
  • Identifies and manages engineering/infrastructure risks, supporting regional energy efficiency and sustainability initiatives aligned with client and global goals.
  • Oversees regional engineering programs and project delivery, including supervising the Regional Projects Lead and ensuring proper planning, execution, and stakeholder engagement.
  • Reviews project business cases, budgets, and schedules, ensuring coordination between engineering, facilities, and project teams, and proper commissioning/handover of completed projects.
  • Partners with Account Director and leadership to align priorities with client objectives, providing performance reporting on compliance, risk, capital planning, and program delivery.
  • Supports budget planning, cost optimisation, and financial forecasting, while leading team engagement, capability development, and fostering a culture of safety and continuous improvement.

Sound like you? This is what we’re looking for:

The successful candidate will bring strong engineering credentials, broad facilities management experience, and a demonstrated ability to lead multidisciplinary teams and deliver technical and non-technical programs in complex, multi-country environments.

  • Holds a recognised engineering qualification (Mechanical, Electrical, or Building Services) with strong knowledge of building systems, regulatory compliance, and engineering best practices; relevant certifications or Authorised Person status are advantageous.
  • Brings significant engineering leadership experience within complex, multi-site or regional environments, including managing dispersed, multidisciplinary teams within matrix structures.
  • Demonstrates a proven track record managing business-critical or technically complex facilities across self-delivered and outsourced service models, including integrated facilities management contracts.
  • Experienced in delivering technical and non-technical projects, with strong understanding of scope, budgeting, scheduling, risk management and stakeholder coordination.
  • Skilled in asset management, including CMMS data, condition assessments, lifecycle planning and capital expenditure, alongside strong financial management and cost optimisation capability.
  • Possesses strong leadership, stakeholder engagement and analytical skills, with proficiency in Microsoft Office and a commercially aware, service-oriented approach to operational excellence.
