Risk Management & Compliance Specialist | Interim

Are you an experienced Risk & Compliance professional who enjoys translating regulatory requirements into practical, effective controls? Do you thrive in an environment where you can take ownership, create structure, and collaborate with stakeholders across different departments?

This is an opportunity to strengthen the Procurement risk and control framework within a Dutch financial institution known for its focus on sustainability and responsible banking.

Responsibilities

As a Risk Management & Compliance Specialist, you will focus on Operational Risk, Procurement Controls, and Third-Party Risk Management. You will improve internal control documentation, support Risk Control Self-Assessments (RCSAs), and help ensure that Procurement processes comply with regulatory requirements, including DORA.

The role requires someone who can work independently, facilitate discussions between stakeholders, and turn complex requirements into clear, practical, and auditable documentation.

  • Review and improve work instructions for 11 key controls within the Procurement function, ensuring they are clear, practical, and auditable.
  • Develop supporting control documentation, including checklists, decision trees, templates, and other prerequisites for effective control execution.
  • Create key control testing instructions and coordinate with second-line Operational Risk Management to support control assessments and attestations.
  • Support RCSAs for new Procure-to-Pay (P2P) processes, including process walkthroughs, working papers, feedback processing, and preparation for closing meetings.
  • Collect, organize, and document evidence demonstrating the design and existence of controls supporting DORA compliance.
  • Develop practical approaches and templates for assessing the supply chains of critical third-party suppliers.
  • Support Procurement classification activities to ensure sourcing initiatives are categorized consistently with relevant risk and compliance requirements.
  • Collaborate with Procurement stakeholders, subject-matter experts, control owners, and Operational Risk Management to drive continuous improvement.

Requirements

  • Approximately 4 years or more of relevant experience in Operational Risk, Compliance, Internal Controls, Procurement Risk, or Third-Party Risk Management.
  • A relevant educational background, preferably at university (WO) level, in Risk Management, Compliance, Business Administration, Finance, or a related discipline.
  • Experience within banking or the wider financial services industry.
  • Hands-on experience with RCSAs, control design assessments, process walkthroughs, or control testing.
  • Understanding of Procurement and Procure-to-Pay processes.
  • Knowledge of, or demonstrable affinity with, DORA and related operational resilience requirements.
  • Strong stakeholder management skills and the ability to collaborate with subject-matter experts, control owners, and cross-functional teams.
  • Excellent analytical and documentation skills, with the ability to translate complex requirements into practical and well-structured work instructions.
  • A proactive, independent, and delivery-focused approach.

Offer

What can you expect?

  • An interim assignment (until end of February 2027) within a sustainability-focused financial institution.
  • A hybrid working environment based in Driebergen-Zeist.
  • A commitment of 32-36 hours per week.
  • A freelance (ZZP) hourly rate of up to €75 excluding VAT.
  • Alternatively, a market-competitive salary through Independent Recruiters Flex if an employment contract is preferred.
  • The opportunity to make a tangible impact on Procurement risk management, internal controls, and regulatory compliance.
  • Close collaboration with professionals across Procurement, Compliance, and Operational Risk Management.
