Location: MD, USA

Work Environment: Remote; occasional travel may be required

Clearance Required: Public Trust

Status: Contingent upon contract award

Salary Range: $155,000 - $165,000

Knowesis is currently seeking exceptional Scientific Review Managers to join our team and provide invaluable support to the Biomedical Research Application Evaluation and Support (BRAES) program. A Scientific Review Manager manages scientific peer review activities for assigned research programs and Program Task Orders and may support one large or complex research program or multiple smaller programs based on workload, review volume, complexity, and schedule. Scientific Review Managers report to the Lead Scientific Review Manager.

The Job Duties and Responsibilities include but are not limited to the following:

  • Manage scientific peer review activities for assigned research programs and Program Task Orders.
  • Serve as the scientific review point of contact for assigned Government Program Managers and other designated stakeholders.
  • Participate in Integrated Product Team (IPT) meetings and support establishment of peer review milestones, requirements, schedules, and review strategies.
  • Assign, oversee, mentor, and support Scientific Review Officers (SROs) responsible for individual peer review panels.
  • Oversee panel planning and configuration, reviewer expertise requirements, reviewer assignments, review readiness, and peer review execution.
  • Ensure consistent application of Government-approved review criteria, scoring procedures, confidentiality requirements, conflict-of-interest requirements, and peer review policies.
  • Monitor peer review schedules, workload, quality, risks, and performance across assigned programs and panels.
  • Provide guidance and resolve or escalate scientific, reviewer, panel, schedule, or quality issues.
  • Oversee scientific quality of peer review outputs and deliverables, including Summary Statements and other required scientific review documentation.
  • Coordinate with Consumer Review, reviewer engagement, program support, peer review system support, quality, and other functional teams.
  • Monitor reviewer and SRO performance and identify needs for coaching, remediation, replacement, or escalation.
  • Identify lessons learned and opportunities to improve scientific review quality, efficiency, and consistency.
  • Escalate significant scientific, performance, capacity, or cross-program issues to the Lead Scientific Review Manager.

Required Qualifications:

  • Advanced degree in a biomedical, clinical, scientific, or closely related discipline; doctoral degree strongly preferred.
  • Extensive professional experience in scientific peer review, biomedical research evaluation, research program management, or a closely related field.
  • Experience managing complex scientific peer review activities or research portfolios.
  • Experience leading or overseeing scientific or technical professionals.
  • Strong knowledge of scientific peer review principles, reviewer qualifications, panel composition, conflicts of interest, confidentiality, scoring, and quality-control requirements.
  • Strong Government/client communication, scientific judgment, leadership, and organizational skills.
  • Ability to manage multiple concurrent priorities and time-sensitive review activities.

Preferred Qualifications:

  • PhD, MD, DVM, or equivalent doctoral degree.
  • Direct Congressionally Directed Medical Research Programs (CDMRP) peer review experience.
  • Experience managing multiple Scientific Review Officers and concurrent peer review panels.
  • Department of Defense (DoD) or other Federal biomedical research peer review experience.
