Senior Agile Business Analyst

NeatDevs LLC is a small federal subcontractor with a long-running seat on a U.S. Customs and Border Protection (CBP) program in Ashburn, VA. We are hiring a Senior Agile Business Analyst to lead requirements analysis on an Agile team modernizing mission-critical CBP systems - decomposing epics into clear, testable user stories and keeping Jira and Confluence the source of truth. The team increasingly uses AI-assisted tools (Google Gemini) to speed requirements work. U.S. citizenship is required (federal contract); you must be able to obtain a DHS/CBP Public Trust - an active or recent clearance shortens your start date but is not a gate. Hybrid: on-site in Ashburn, VA about one day per week, remote the rest.

What you'll do

• Lead requirements elicitation: facilitate workshops, build shared understanding without excessive documentation
• Decompose epics into features and user stories the team can estimate and deliver; write clear acceptance criteria
• Manage user stories, backlogs, and release tracking in Jira; maintain documentation in Confluence
• Conduct and coordinate functional testing, UAT, and automated acceptance testing
• Advise program leadership on process improvement and prioritization; mentor junior analysts

Required

• U.S. citizenship and ability to obtain a DHS/CBP Public Trust; must live in the DC/MD/VA area
• Bachelor's degree (BA/BS)
• 7+ years of business analysis / management analysis experience, including Agile requirements work
• Demonstrated process study, evaluation, and documentation experience
• Strong user story and acceptance criteria writing; working knowledge of Scrum
• Jira and Confluence proficiency

Nice to have

• Gemini or similar AI tools for drafting and checking requirements
• Gemini CLI for specification-as-code workflows (Markdown in Git)
• DHS or federal consulting experience; CBAP, CCBA, CSM, CSPO, or ITIL

Pay and benefits

$130,000 - $149,000 per year depending on experience and clearance status. Full-time W-2 role with health, dental, and vision insurance, life insurance, 401(k), paid time off, and paid federal holidays.
