Job Title - Senior Compliance and Assurance Manager Business Area/Directorate - Directorate for Cladding Remediation, DG Communities and External Affairs Location - Victoria Quay / Atlantic Quay Working Arrangement – Staff in roles compatible with hybrid working should aim to spend 40% of their contracted working time working in person at their contractual workplace. Overview Would you like to work in a role that is helping to improve building safety and deliver Scotland's Cladding Remediation Programme? We are seeking an experienced Compliance & Assurance Manager to support the compliance and assurance review of Single Building Assessments (SBAs) and associated cladding remediation activities across Scotland. As a key member of the team, you will oversee compliance reviews of SBAs, mitigation measures, remediation proposals and Urgent Interim Measures (UIMs), ensuring works are delivered in line with programme standards and building safety objectives. The role includes overseeing compliance and assurance activities for fire safety interventions, including fire alarm installations; supporting procurement activities through the review and scoring of tender submissions; and working collaboratively with residents, factors, developers, consultants, contractors and government stakeholders. Through this work, you will help drive the delivery of effective remediation solutions and contribute to improving building safety for residents across Scotland. Key Responsibilities Review SBAs and associated technical reports to ensure compliance with programme requirements, statutory standards and guidance. Undertake compliance and assurance checks on mitigation measures, remediation strategies, design proposals and completed works. Support the development and continuous improvement of SBA standards, guidance, compliance frameworks and assurance processes. Work collaboratively with building owners, developers, factors, residents, industry experts and internal teams to resolve complex compliance issues. Oversee the development, implementation and assurance of Urgent Interim Measures (UIMs) where required to reduce building safety risks, including fire alarm systems and other temporary or permanent fire safety measures. Work closely with Procurement colleagues to develop technical specifications, contribute to tender documentation and evaluate supplier submissions. Lead or support the technical review and scoring of tender returns, ensuring robust assessment of quality, competence, value for money and compliance with programme requirements. Support contractor selection, contract mobilisation and ongoing performance monitoring to ensure the successful delivery of UIM and fire safety works. Collaborate with consultants, contractors, fire engineers and installation teams to ensure UIM and remediation solutions are delivered in accordance with agreed specifications and programme objectives. Monitor compliance findings, risks and lessons learned, supporting continuous improvement across the programme. Qualifications Qualified to degree level in a relevant construction, building surveying, architecture, fire engineering or related discipline, with chartered or professional membership of a recognised body such as RICS, RIAS/RIBA, ARB, IFE, CIOB or equivalent. Proof of qualifications will be checked at the assessment stage. Success Profile Success profiles are specific to each job and they include the mix of behaviours, experience and technical criteria (if applicable) that candidates will be assessed on. Experience: The ideal candidate will have significant experience in building safety, compliance, technical assurance, construction, together with strong stakeholder management skills and the ability to interpret complex technical information and translate it into clear recommendations and decisions. Experience in building safety, compliance, fire safety or cladding remediation is highly desirable. Knowledge of Scottish Building Standards, fire safety legislation, including the Fire (Scotland) Act 2005, and the regulatory framework surrounding building safety and cladding remediation is highly desirable. Working Pattern This post is a full-time role, but we welcome applications from staff with different working patterns, proposed working patterns will be assessed against the business requirements for this post. Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role, including Flexi-leave. Scottish Government staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
