Overview

BerryDunn is seeking a Senior Consultant with experience in homelessness services, housing and shelter operations, and human services program implementation to join our State Government Practice Group. Serving as the Homelessness and Housing Stability Lead for the Division of Homelessness Assistance and Poverty Prevention (DHAPP) within the Guam Department of Public Health and Social Services (DPHSS), this role will lead and coordinate BerryDunn’s implementation support for DHAPP’s five-year strategic plan. The Senior Consultant will apply program leadership, project management, stakeholder engagement, and subject matter expertise to strengthen organizational capacity, improve service coordination, and expand sustainable supports for individuals and families experiencing homelessness and poverty.

The ideal candidate will be client-focused, collaborative, culturally responsive, and comfortable leading complex public-sector initiatives involving government agencies, community partners, service providers, and people with lived experience. This individual will work with engagement leadership and multidisciplinary teams to facilitate complex conversations, oversee high-quality deliverables, and translate strategic priorities into measurable, sustainable results. Experience with funding strategy and diversification, shelter or transitional housing planning, coordinated service delivery, data and performance management, organizational change, and staff development is strongly preferred.

This position may be based in one of BerryDunn’s office locations or remote and will report to the HHS Practice Area Lead Principal. This role will collaborate closely with engagement leadership and cross-functional BerryDunn team members supporting homelessness services, public health, Medicaid, human services, systems, data, process improvement, organizational change, funding, and implementation workstreams.

Successful candidates should be willing to support Guam, which will minimally require supporting the client from 8 am to 12 pm Tuesday through Friday Chamorro Standard Time (ChST).

Travel Expectations: Travel may range up to 50% depending on client and project needs, including periodic travel to Guam.

You Will

  • Serve as a homelessness and housing subject matter expert and lead BerryDunn’s implementation work
  • Lead project delivery on time and within budget, managing plans, staff, status reporting, risks, quality, and deliverable acceptance
  • Translate the client’s strategic plan into prioritized actions, clear responsibilities, and measurable outcomes
  • Facilitate stakeholder engagement with confidence, professionalism, and trauma-informed, person-centered, and culturally responsive practices
  • Support organizational development, policies, processes, workforce readiness, training, and communications
  • Serve as a trusted advisor to clients by bringing curiosity, accountability, sound judgment, and a commitment to helping clients solve complex challenges
  • Recommend service improvements that strengthen access, coordination, continuity, and outcomes
  • Support data, technology, case management, and performance management improvements
  • Advance community partnerships, collective impact, shared outcomes, and strategic coordination
  • Support funding strategy, diversification, grant development, and long-term sustainability
  • Develop clear, practical, and high-quality client-ready deliverables and implementation tools
  • Communicate project status, risks, issues, and recommendations clearly to project teams, client leadership, and other stakeholders
  • Build the client’s capacity to sustain new structures, processes, tools, and services
  • Maintain a strong focus on providing high-quality services and deliverables in accordance with BerryDunn’s Consulting Quality Management Program
  • Support business development activities, including proposal development, as needed
  • Contribute to staff development, team learning, and a positive, collaborative, and innovative HHS team culture

You Have

  • A bachelor’s degree in human services, social work, public health, public policy, public administration, or a related field, or equivalent work experience
  • 8+ years of experience working with or for state, territory, or local government agencies or community-based organizations responsible for homelessness, housing stability, poverty prevention, or related human services programs
  • Substantive experience working directly with individuals and families experiencing homelessness and engaging people with lived experience in program planning, service design, implementation, or continuous improvement
  • Demonstrated understanding of homelessness response systems, shelters, transitional housing, drop-in services, coordinated service delivery, referral networks, and person-centered approaches
  • Experience leading complex initiatives involving government agencies, nonprofit and community partners, service providers, and other diverse stakeholders
  • Strong project management and organizational skills, including the ability to manage workplans, schedules, budgets, risks, issues, dependencies, competing priorities, and high-quality deliverables
  • Experience translating strategic plans, policies, needs assessments, and stakeholder input into practical implementation plans, processes, tools, and measurable outcomes
  • Strong facilitation and relationship-building skills, including the ability to navigate sensitive topics and engage stakeholders with respect, cultural humility, and sound judgment
  • Strong written communication skills, including the ability to explain complex issues clearly, concisely, and logically for a variety of audiences
  • Strong verbal communication and presentation skills, including the ability to communicate recommendations to client, project, and community leadership
  • A client-focused mindset and the ability to build and sustain positive working relationships with staff, clients, community partners, and diverse stakeholders
  • Strong attention to detail, accountability, adaptability, and the ability to remain calm, focused, and solutions-oriented during busy or challenging periods
  • Interest in coaching, mentoring, and supporting the development of junior team members
  • Ability and willingness to work Guam business hours as needed to support client meetings, community engagement, project deadlines, and team collaboration
  • Ability and willingness to travel to Guam and other client locations based on project needs
  • Proficiency with Microsoft Office tools, including PowerPoint, Excel, Word, Project, and Visio
