Position Overview

Our client, an established national staffing and recruiting organization, is seeking an experienced Full-Desk Permanent Placement Recruiter to launch and grow its direct-hire recruiting business in San Francisco.

This is an exciting opportunity for an accomplished agency recruiter who enjoys business development, building client relationships, and managing the entire permanent placement process.

You will be the first dedicated permanent placement professional in the San Francisco office, with the opportunity to build your own book of business while leveraging the resources, infrastructure, and existing client relationships of a national staffing organization.

The San Francisco team has experienced strong growth since launching in 2025 and is now expanding beyond temporary and temp-to-hire staffing into permanent placement.

This position offers significant autonomy, an entrepreneurial environment, and a potential career path into a Permanent Placement Manager or Division Manager role as the business grows.

Key Responsibilities

Business Development & Account Growth

  • Establish and grow a permanent placement desk focused on the San Francisco Bay Area market.
  • Identify and develop new client relationships through prospecting, cold calling, networking, referrals, and strategic outreach.
  • Generate direct-hire job orders and negotiate permanent placement fee agreements.
  • Build relationships with hiring managers, HR leaders, department heads, and executive decision-makers.
  • Conduct client meetings to understand hiring needs, organizational priorities, and talent requirements.
  • Leverage existing staffing relationships to identify cross-selling and permanent placement opportunities.
  • Develop a consistent pipeline of new business, repeat clients, and placement revenue.

Full-Cycle Permanent Placement Recruiting

  • Manage the entire recruiting lifecycle, from business development and job order acquisition through successful candidate placement.
  • Source, interview, qualify, and present candidates for direct-hire opportunities.
  • Build candidate networks across administrative, human resources, accounting, finance, and related professional services disciplines.
  • Evaluate candidate qualifications, compensation expectations, career goals, and alignment with client requirements.
  • Coordinate interviews, manage client and candidate communication, and provide interview preparation.
  • Negotiate offers, facilitate placements, and maintain relationships that generate repeat business and referrals.
  • Maintain accurate recruiting activity, candidate pipelines, and client information within the applicant tracking system.

Business Development & Future Leadership

  • Take ownership of establishing a new permanent placement practice within an existing staffing office.
  • Develop effective business development, sourcing, recruiting, and account management strategies.
  • Collaborate with temporary staffing recruiters and sales professionals to identify direct-hire opportunities.
  • Contribute market insights and best practices to support the continued growth of the office.
  • Help establish processes and infrastructure for future expansion.
  • Potentially mentor and lead additional permanent placement recruiters as the business grows.

Required Qualifications

  • Demonstrated success managing a full desk, including both new business development and candidate recruiting.
  • Proven ability to independently generate new client relationships and direct-hire job orders.

  • Strong prospecting, sales, relationship-building, and negotiation skills.
  • Ability to manage multiple searches, client relationships, and recruiting priorities.
  • Entrepreneurial mindset with the motivation to establish and grow a profitable recruiting desk.
  • Strong organizational, communication, and candidate assessment skills.

Preferred Qualifications

  • Experience recruiting administrative, HR, accounting, finance, or other professional services positions.
  • Demonstrated history of consistent permanent placement production and revenue generation.
