Inspire Young People. Create Opportunities. Shape Futures.
London Transport Museum is looking for an experienced and passionate Learning & Participation Senior Programme Manager to lead programmes that help young Londoners build confidence, develop skills and access meaningful career opportunities.
This is a unique opportunity to lead impactful programmes that support untapped, trailblazing and creative young people aged 16-25, particularly those who may be out of education, employment or training, helping them explore pathways into careers across the cultural sector, Transport for London and its wider supply chain.
Working at the intersection of culture, transport and social impact, you'll lead innovative participatory programmes that create real opportunities for young people while championing inclusion, accessibility and meaningful community engagement.
About the Role
As a Senior Programme Manager, you'll provide strategic and operational leadership across a portfolio of learning and participation programmes focused on young people’s skills, overseeing both programme delivery and a dedicated team of professionals.
You'll work closely with young people, TfL colleagues, youth organisations, training providers, cultural partners and employers to develop programmes that inspire, engage and support young people into employment, apprenticeships and further development opportunities.
The role combines team leadership, programme management, stakeholder engagement, advocacy and fundraising, making it ideal for someone who enjoys balancing strategic thinking with hands-on delivery.
Key Responsibilities
- Lead the development, delivery and evaluation of youth engagement and participation programmes.
- Manage and develop a team, providing effective leadership, coaching and pastoral support.
- Oversee programmes that support young people into employment, training and apprenticeship opportunities.
- Build and maintain relationships with external partners, youth organisations, education providers and employers.
- Work collaboratively with colleagues across learning, participation and cultural engagement teams.
- Lead long-term programme planning and contribute to future strategy development.
- Support funding and fundraising activities, including developing partnerships and opportunities for programme growth.
- Act as an advocate for young people across the transport and cultural sectors.
- Represent the organisation through conferences, presentations, articles and sector networks.
- Ensure all programmes deliver meaningful outcomes and positive experiences for participants.
- Work alongside the Museum’s young people’s advisory board, programme participants and youth networks, ensuring young voices shape programme development.
About You
We're looking for a values-driven leader who believes in the power of opportunity and is passionate about supporting young people to achieve their potential.
You'll bring:
- Significant experience leading learning, participation, youth engagement or employability programmes.
- Experience managing and developing teams within a leadership role.
- Strong programme and project management skills.
- Excellent stakeholder engagement and partnership-building abilities.
- Experience working with young people and diverse communities.
- The ability to think creatively and develop innovative approaches to engagement and participation.
- Strong strategic planning and organisational skills.
- Excellent communication and influencing skills, with confidence engaging senior stakeholders and external partners.
- Experience advocating for social impact, inclusion and opportunity.
- A thoughtful and reflective approach to leadership and decision-making.
- Knowledge of the cultural, education, community or transport sectors would be highly advantageous.
What Success Looks Like
You'll be someone who:
- Puts young people at the heart of decision-making.
- Thinks differently and challenges traditional approaches.
- Builds strong relationships across a wide range of stakeholders.
- Combines strategic thinking with practical delivery.
- Leads with empathy, authenticity and purpose.
- Is passionate about creating pathways into employment and development opportunities for young people.
Why Join Us?
This is an opportunity to make a genuine difference. You'll lead programmes that help young Londoners build networks, gain experience, develop confidence and access opportunities they may not otherwise have considered.
If you're an inspiring leader who combines creativity, strategic thinking and a commitment to social impact, we'd love to hear from you.

Equality, diversity and inclusion
We are committed to equality, diversity and inclusion and aim to reflect the diverse communities we serve. We believe that a diverse workforce enables us to deliver better services and outcomes. Our goal is to make our recruitment as inclusive as possible. As a Disability Confident Leader, we actively encourage applications from disabled people. As part of the Disability Confident scheme, we aim to offer an assessment or interview to candidates who apply via the scheme where the minimum essential criteria for skills, knowledge and experience has been met. In some circumstances, it may not be practical to offer an interview or assessment to every candidate who applies through the scheme and meet the minimum essential criteria; in these situations, we select candidates who best meet the minimum criteria for the job rather than interviewing all who meet them.
Across all recruitment activity, we recognise that selection methods may vary depending on the nature and scale of the campaign and will be applied fairly, consistently and proportionately in line with our Disability Confident commitments.
Benefits
In return for your commitment and expertise, you will enjoy excellent benefits and scope to grow. Rewards vary according to the level of role but mostly include the below:

Vetting Process
At Transport for London, safety, trust and fairness sit at the heart of how we recruit. Our Vetting Charter (https://tfl.gov.uk/corporate/careers/our-vetting-process) explains the checks we carry out before you join us, helping ensure we create a safe, inclusive and reliable network for everyone who depends on our services. We simply ask that the information you provide is honest and accurate so we can progress your application smoothly.
