The ideal candidate will bring strong .NET/MVC and ASP.NET Core MVC development experience, Identity Management solutions expertise, MS SQL Server scripting and stored procedure experience, secure application design skills, REST API development, responsive UI development, Azure DevOps pipelines and development environments, automated testing, and experience working in Agile and Canadian public-sector environments.

About The Role
The Senior Programmer Analyst will support the
Student Financial Services (SFS) solution for the Province of New Brunswick. The role covers the full application lifecycle, including analysis, design, development, implementation, integration, configuration, testing, release maintenance, support, and performance improvement.
The successful candidate will develop secure and adaptable
ASP.NET Core MVC solutions, analyze defects and change requests, implement approved fixes across the technology stack, support database and reporting changes, and work closely with the support team and stakeholders in an Agile environment.
Key Responsibilities
Application Development and SFS Support
- Participate in the analysis, design, development, implementation, integration, and configuration of changes and upgrades to the SFS solution.
- Complete all assigned design and development tasks.
- Deliver a secure and adaptable ASP.NET Core MVC project.
- Analyze bugs and change requests affecting existing functionality.
- Propose solutions for fixes, enhancements, and updates to the support team.
- Implement approved solutions across the appropriate technology stack, including:
- Databases.
- Triggers.
- SQL.
- Forms.
- Reports.
- Support ongoing application performance improvements.
Secure Application Design
- Ensure secure application design and coding requirements are met for release maintenance and ongoing support.
- Design and develop secure applications addressing:
- Data confidentiality.
- Client privacy.
- Identity and access management.
- Apply coding standards, security practices, and application development best practices.
- Support privacy and security requirements throughout the application lifecycle.
User Experience and Interface Design
- Participate in user experience and interface design activities supporting SFS development.
- Develop user interfaces using:
- JavaScript.
- jQuery.
- HTML.
- CSS.
- Apply responsive UI design and front-end frameworks.
- Work with user interface design systems.
- Support multilingual software development where required.
Testing and Quality Assurance
- Create and maintain automated unit tests.
- Execute QA tests for application changes and enhancements.
- Validate fixes and updates before release.
- Participate in code reviews and follow established coding guidelines.
- Document test results, implementation details, and resolved defects.
API, Database, and DevOps Development
- Develop and maintain REST-based APIs.
- Write scripts and stored procedures using Microsoft SQL Server.
- Support database changes, triggers, queries, forms, and reports.
- Work with Azure DevOps, including:
- Pipelines.
- Development environments.
- Source control.
- Release activities.
- Support secure application deployment and ongoing release maintenance.
Team Collaboration and Documentation
- Participate in team scrums and meetings.
- Report progress, issues, risks, and blockers.
- Collaborate with developers, analysts, testers, support teams, and stakeholders.
- Provide or update documentation according to unit standards.
- Support documentation for bug fixes, enhancements, and implemented changes.
- Communicate effectively in English, both verbally and in writing.
Required Qualifications And Mandatory Skills
- Ability to communicate effectively in English, verbally and in writing.
- Bachelor's degree in Computer Science or related discipline; equivalent combination of education and experience may be considered.
- Demonstrated programming and design experience in:
- .NET.
- MVC.
- ASP.NET Core MVC.
- Demonstrated programming and design experience with Identity Management solutions.
- Experience writing scripts and stored procedures using MS SQL Server.
- Experience designing and developing secure applications addressing both:
- Data confidentiality.
- Client privacy.
- Experience working in an Agile development environment.
- Experience translating technical requirements from:

- Solution architecture.
- Functional requirements.
