The opportunity
The Senior Property Officer plays a key role in managing and optimising Council's property portfolio, providing specialist advice on leasing, licensing and property governance. Working across the organisation and with external stakeholders, this position supports informed decision-making, ensures compliance with relevant legislation and governance frameworks, and helps deliver positive commercial and community outcomes.
What You’ll Do
- Manage leasing and licensing activities, including negotiation, implementation and administration.
- Provide expert property advice and manage complex property transactions.
- Develop and maintain governance processes, policies and procedures.
- Conduct audits of lease and licence income to support financial accountability.
- Build strong stakeholder relationships and ensure legislative compliance.
- Tertiary qualification in Property or a related discipline.
- Strong experience in property leasing and licensing, ideally within local government or the public sector.
- Knowledge of Crown land leasing, licensing and complex property matters.
- Proven negotiation skills and ability to manage complex property agreements and stakeholder relationships.
- Sound understanding of relevant legislation, governance frameworks and reporting requirements.
- Flexibility to represent Council and fulfil the requirements of the role outside standard business hours, including attendance at Council, committee, stakeholder and community meetings as required.

Pre-Employment Requirements
Progressed candidates will be required to complete a National Police Record Check, a Working With Children Check (WWCC). Candidates must also hold a valid Victorian Driver's License.
Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa with full unrestricted working rights. Work eligibility will be checked as part of the recruitment process.
