The Role

We are seeking an experienced Senior Quantity Surveyor to lead commercial and cost-management activities across construction and development projects. The role will oversee cost planning, measurement, estimating, procurement, tendering, contract administration, valuations, variations, payment certification, cost reporting, final accounts, and commercial risk management throughout the project lifecycle.

The ideal candidate will bring strong technical quantity-surveying expertise, commercial judgment, contract knowledge, analytical capability, and the ability to work effectively with clients, consultants, contractors, suppliers, and project teams.

Key Responsibilities
  • Lead quantity surveying and commercial management activities across assigned construction and development projects.
  • Develop and maintain project cost plans, budgets, forecasts, and commercial strategies.
  • Review project scope, drawings, specifications, schedules, and contract documents to establish accurate cost requirements.
  • Prepare detailed quantity take-offs, bills of quantities, schedules of rates, and pricing documents.
  • Measure building, civil, infrastructure, MEP, architectural, structural, and specialist works as applicable.
  • Prepare and review cost estimates at feasibility, concept, design-development, tender, and construction stages.
  • Develop elemental and detailed cost plans and monitor cost movement throughout the project lifecycle.
  • Benchmark project costs against historical data, market rates, and comparable projects.
  • Conduct cost analysis and identify opportunities for value engineering and cost optimization.
  • Support project feasibility studies, investment appraisals, and financial business cases.
  • Prepare tender documentation, bills of quantities, pricing schedules, and commercial instructions.
  • Manage tendering and procurement processes in coordination with Procurement, Design, Engineering, and Project Management teams.
  • Identify suitable contractors, subcontractors, suppliers, and specialist vendors for tender participation.
  • Issue and manage requests for quotations, invitations to tender, clarifications, and commercial submissions.
  • Review and analyze contractor and supplier tenders for completeness, compliance, qualifications, exclusions, and commercial risks.
  • Prepare tender comparison reports and commercial recommendations.
  • Lead or support commercial negotiations with contractors, subcontractors, consultants, and suppliers.
  • Review contract terms, pricing mechanisms, payment provisions, retention, bonds, warranties, insurance, and commercial obligations.
  • Administer construction contracts in accordance with approved terms and project procedures.
  • Monitor contractor financial performance, commitments, expenditure, and forecast final cost.
  • Prepare interim valuations and assess contractor applications for payment.
  • Verify measured quantities, completed works, supporting documentation, and contractual entitlement before payment certification.
  • Maintain accurate records of project costs, commitments, payments, variations, claims, and forecasts.
  • Assess variations, change orders, instructions, and additional works for scope, quantity, valuation, and contractual entitlement.
  • Prepare and negotiate variation quotations and commercial assessments.
  • Monitor potential changes and ensure commercial impacts are identified before implementation where possible.
  • Review extension-of-time and disruption claims from a commercial and contractual perspective.
  • Assess loss-and-expense claims, prolongation costs, acceleration costs, and other contractor entitlements.
  • Prepare commercial recommendations relating to claims, disputes, and contractual matters.
  • Maintain variation, claims, payment, procurement, and commercial registers.
  • Monitor project cash flow and prepare periodic cost forecasts.
  • Prepare monthly commercial reports covering committed cost, actual expenditure, forecast final cost, variations, risks, and opportunities.
  • Analyze cost movements and investigate significant variances against approved budgets.
  • Establish and monitor project cost-control procedures and commercial governance.
  • Identify commercial risks and develop mitigation strategies with project leadership.
  • Support project managers and senior leadership with commercial advice and cost information.
  • Provide independent cost advice to clients, developers, project directors, and other stakeholders.
  • Review consultant, contractor, subcontractor, and supplier proposals for commercial completeness and value.
  • Coordinate with architects, engineers, project managers, planners, procurement teams, finance teams, and legal advisers.
  • Participate in design reviews to identify cost impacts and opportunities for value optimization.
  • Monitor design development and assess the commercial impact of design changes.
  • Support value-engineering workshops and evaluate alternative materials, systems, specifications, and construction methodologies.
  • Maintain cost databases, market-rate information, historical project data, and benchmarking information.
  • Monitor construction market conditions, labor costs, material prices, equipment costs, and supply-chain trends.
  • Assess the commercial impact of inflation, foreign-exchange movements, material escalation, and market volatility where relevant.
  • Review subcontractor accounts, payment applications, variations, and final accounts.
  • Support procurement strategies and packaging decisions to improve cost, schedule, and commercial outcomes.
  • Monitor procurement commitments against approved budgets and project cash-flow requirements.
  • Prepare and negotiate subcontract and supplier final accounts.
  • Lead the preparation and agreement of main-contract final accounts.
  • Ensure all commercial records and supporting documentation are complete, accurate, and properly maintained.
  • Support internal, client, lender, regulatory, and external commercial audits.
  • Ensure compliance with applicable contractual, commercial, procurement, financial, and project-governance requirements.
  • Identify potential contractual disputes at an early stage and support resolution through structured commercial analysis.
  • Maintain effective documentation and evidence trails for commercial decisions and contractual matters.
  • Mentor junior quantity surveyors, commercial assistants, and other project-commercial personnel.
  • Establish consistent measurement, estimating, reporting, and commercial-management standards across projects.
  • Promote best practices in cost control, contract administration, procurement, and commercial risk management.
  • Evaluate digital quantity-surveying, cost-management, BIM, estimating, and commercial-management technologies.
  • Use BIM and digital measurement tools where appropriate to improve quantity accuracy and cost visibility.
  • Provide senior management with regular reports on project cost, commercial risks, claims, variations, forecasts, and financial performance.

Ideal Candidate

The successful candidate should have strong experience in quantity surveying, cost management, commercial management, construction economics, contract administration, or project commercial management, preferably across major building, infrastructure, engineering, real estate, or development projects.

The candidate should demonstrate:

  • Extensive experience in quantity surveying and construction cost management.
  • Strong knowledge of measurement, estimating, cost planning, tendering, procurement, and commercial administration.
  • Proven experience managing project costs from pre-contract through construction and final account.
  • Strong understanding of construction contracts and commercial principles.
  • Experience with variations, claims, valuations, payment applications, and final accounts.
  • Strong knowledge of construction measurement standards and methods.
  • Experience preparing and reviewing bills of quantities and schedules of rates.
  • Strong tender analysis, bid evaluation, and commercial negotiation capabilities.
  • Experience working with main contractors, subcontractors, suppliers, consultants, and specialist vendors.
