OVERVIEW

Reporting to the Senior Manager, Common Collection Systems (CCS), the Senior Specialist, CCS is responsible for supporting the effective operation, oversight, and continuous improvement of Ontario’s Common Collection System, with a focus on the City of Toronto and Peel Region. The role ensures that contractual, operational, and regulatory requirements are met across all participating partners, including the CCS Operator (RLG) and service providers. Acting as a key liaison among internal teams and external stakeholders for all assigned contracts, the Senior Specialist contributes to optimizing service delivery, enhancing material recovery, and identifying opportunities for efficiency, innovation, and value creation within the CCS framework.


This position requires residency in Ontario, Canada.



RESPONSIBILITIES

  • Collaborate and liaise with key stakeholders (e.g. CCS Operator (RLG), the City of Toronto, Peel Region, service providers…etc.) to ensure the terms of agreements are being satisfied and regulatory obligations are met.
  • Collaborate and liaise with key stakeholders to act as a conduit related to day-to-day operations, change orders, and / or issues that arise from the various forms of the Work.
  • Identify areas for improved recovery, cost savings/containment and service delivery for the residents. This could be in the form of process improvements, pilot projects or other initiatives and includes documenting, sharing findings and helping develop new best practices.
  • Provide similar support to all other Eligible Communities in Ontario as required.
  • Develops subject matter expertise regulatory requirements associated with Ontario Regulation 391/21.
  • Develops a deep understanding of the terms and conditions of the Master Services Agreements (MSA) and Statements of Work (SOW) related to the CCS Operator, City of Toronto, Peel Region and associated service providers.
  • Prepare accurate, timely and data driven reports (i.e., field service activity) as tasked.
  • Collaborate with CM Post Collection and Material Quality and Innovation teams as needed.
  • Support the CCS team with project management tasks and the Manager of the Common Collection System – ON to ensure those deliverables are met on an as needed basis.
  • Other duties as may be required from time-to-time, including attendance at events, and third-party meetings as necessary.


QUALIFICATIONS

Education

  • Bachelor’s degree, college diploma or equivalent management experience in a related field is required.
  • Continuing education and professional development in project management and data management is an asset.

Experience

  • 4+ years' experience working in a regulated environment related to recycling collection systems including contracts, operating standards, performance metrics and performance outcomes.
  • Knowledge of procurement and contract management processes.
  • Experience and/or knowledge of First Nations consulting and contracting practices and processes would be considered an asset.


Knowledge/Competencies/Skills

  • Proven experience in managing competing priorities with multiple stakeholders.
  • Proficient in Microsoft Office 365, Visio, SharePoint, Teams, Excel and Jira.
  • Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
  • Excellent attention to detail, planning and execution skills.
  • Excellent interpersonal, influencing and negotiation skills, with strength in tactfulness and diplomacy.
  • Experience working with a variety of distinct stakeholders including senior executives, service providers and municipal representatives of all levels.
  • Builds relationships with collaborative and respectful interpersonal skills.
  • Displays unquestionable integrity, ethics, standards, and business practices aligned to the Values of CM, while holding others to the same.
  • Uses professional and effective judgment and decision-making skills rooted in logic and sound reasoning to identify the strengths and weaknesses of alternate approaches, solutions, or conclusions.

  • Able to translate technical information into factual and understandable fact-based messages.


WORKING CONDITIONS

  • All CM employees work 40 hours per week, remotely from a home office environment.
  • Travel in Ontario is possible, with site visits required throughout Ontario as needed.
  • A valid driver’s license and auto insurance is required.


PAY TRANSPARENCY

Expected Compensation:

  • An annual base salary in the range of $79,000 to $89,000
  • The salary range listed complies with the Ontario Employment Standards Act and reflects a potential base salary range for this role. The actual salary offered will be determined within the range, and will depend on factors, such as the candidate’s unique qualifications, relevant experience, work location and expected contributions.
