About Harbor Compute

Harbor Compute builds, owns, and operates the data centers that power frontier AI, turning land, energy, and engineering into usable AI infrastructure. We do so responsibly and in partnership with the communities where we build, with energy strategies that strengthen power resilience, economics that allow host communities to share in the upside, a focus on local suppliers whenever possible, and siting and design shaped by local input.

About the role

Harbor's Texas campus is breaking ground, and the Site TPM owns it from first shovel to final handoff. Based on-site in the greater Dallas area, you'll lead every phase of delivery (design, permitting, bid, build, commissioning and closeout) and serve as the connective tissue between our internal teams, general contractors, trades, design and engineering, JV partners and the customer.

This role requires a hands-on blend of construction management and program management. You'll report to one of the cofounders - the EVP of Delivery - and you will hold a crucial role of keeping the site and Harbor's central program team working from one unified schedule and one budget. We operate without ego or arrogance: we build each other up, respect each other's strengths, and find real joy in the work. Success in your first year looks like strong customer and supplier relationships forged, milestones met on schedule and on budget, changes agreed before they reach the field, a commissioning process without surprises, and an operations team that inherits a facility and document set they can actually use.

What you'll do

  • Lead the project day to day on site, including daily stand-ups with key contractors and trades, and OAC meetings with designers, contractors and stakeholders.

  • Represent the holistic project status and risks to customers and critical suppliers

  • Drive every phase from pre-construction through design development, permitting, competitive bidding and team selection, including estimating, RFP development and pre-bid planning.

  • Manage general contractors, vendors and project management resources across design-build and design-bid-build delivery, holding each to contractual milestones and commitments.

  • Bridge design and engineering with field delivery: own design documentation and change management, so changes are reviewed, priced, scheduled and agreed before they reach the field.

  • Build and manage the schedule and budget with site leads and the central program team, including look-aheads, forecasting, pay application review and logistics for Owner-Furnished, Contractor-Installed (OFCI) equipment.

  • Flag risks and issues early, lead mitigation, and oversee contractor safety performance against Harbor's site safety standards and work rules.

  • Lead commissioning of critical systems and hand off the facility and full document set to the customer and operations team, keeping leadership, the customer and JV partners informed throughout.

What you'll bring

  • 7+ years managing large construction or infrastructure projects, ideally including data center or other mission-critical work, from a general contractor, developer, owner's rep or owner seat.

  • Hands-on experience managing both CSA (civil, structural, architectural) and MEP (mechanical, electrical, plumbing) scopes on technical construction programs.

  • Working knowledge of contract types (GMP, lump sum, NTE, MSAs) and construction invoicing, including pay applications, lien waivers and retention.

  • Experience leading multi-party projects on compressed timelines, and communicating status clearly to executives and field teams alike.

  • Ability to work on site full time in the Waco, Texas area, with occasional travel.

Nice to have

  • Experience delivering hyperscale or multi-building data center campuses in phases.

  • Owner's representative or life science project experience.

  • OSHA 30 certification or equivalent site safety credentials.

  • Proficiency with MS Project, Primavera P6, Bluebeam and Procore.

Compensation

The base salary range for this role is expected to be $190,000 - $240,000. The starting salary will be determined by job-related knowledge, skills, experience, and market location, with consideration for market alignment and internal equity. In addition to base salary, our total rewards package includes equity and a comprehensive benefits program, based on eligibility.

Benefits

  • Health insurance, fully covered: Harbor pays 100% of premiums for you and your family.

  • Your choice of carrier: Choose from national carriers such as Aetna, Cigna, Blue Cross Blue Shield and UnitedHealthcare, with plans that vary by deductible, out-of-pocket maximum, network and coverage level. Availability varies by state.

  • Big-company plan options: We offer insurance through a Professional Employer Organization (PEO), which gives our growing team access to the range of plans usually found at much larger employers.

  • Unlimited PTO: We trust you to know when you need to rest and recharge. Plan time off with your manager around the needs of your team.
