Background and Purpose:

The Democratic Republic of Congo (DRC) is facing a severe food security crisis, with over 25 million people affected by acute food insecurity due to structural constraints in agriculture, infrastructure, and markets. In response, the Government of DRC, through the Réserve Stratégique Générale (RSG), in partnership with the World Food Programme (WFP), is establishing a National Strategic Grain Reserve (NSGR) to strengthen food security, stabilize markets, and support local production.

The SGR project has been fully approved, funded, and technically designed, and is now entering the implementation phase. The purpose of this assignment is to ensure effective execution and transition to full operationalization.

2. Scope of Work and Key Responsibilities:

The consultant will lead the execution and delivery of the SGR project, ensuring timely implementation of infrastructure rehabilitation, procurement and management of 600 MT of maize stocks, and establishment of operational systems and SOPs, in line with agreed timelines, budget, and quality standards.

The consultant will work closely with RSG to ensure strong government ownership and alignment, while establishing and managing the Project Management Unit (PMU), facilitating governance structures, and ensuring proper documentation and follow-up of decisions.

The role includes overseeing all implementation phases (setup, infrastructure, operations, evaluation, and scale-up), monitoring performance through KPIs and reporting, coordinating with WFP and technical partners, and supporting capacity building and knowledge transfer to ensure long-term sustainability.

• Pilot phase evaluation report and scale-up strategy (towards 10,000 MT)

4. Duration and Timeline

The assignment will be implemented over an initial period of approximately three months, from July to September 2026, with the possibility of extension subject to funding availability and operational

needs. During this period, the consultant will provide strong leadership and strategic direction to ensure the full and timely implementation of the project, overseeing key activities including project mobilization, infrastructure rehabilitation, development of operational systems, and stock procurement and management. The role will focus on driving execution, ensuring accountability, and maintaining alignment among stakeholders, while laying the foundation for effective evaluation,
