We currently have a vacancy for a System-Wide Operational Resilience Policy Analyst role on a 24-month specified purpose contract in the Resolution and Crisis Management Division. This role is aligned with the Bank Professional 3 grade. New entrants will commence on Point 1 of the relevant salary scale; in this case the starting salary will be €64,844. Do you want to make a difference working on behalf of the Irish public? The purpose of this role is to support the development and implementation of a system-wide operational resilience framework, in collaboration with industry and government, to enhance the ability of the financial system as a whole to continue to provide critical services, such as payment services, in the event of system-wide disruptions. You will work closely with colleagues across the Central Bank and a range of industry, government and EU stakeholders to advance this objective.


Responsibilities

  • Contribute to the delivery of the Resolution & Crisis Management Division’s work programme, including developing the Central Bank’s framework for, and policy on, system-wide operational resilience.
  • Research and analyse existing policy and best practice nationally, in the EU and internationally on system-wide contingencies for critical financial services (e.g. payment and cash services) and assess for the Irish financial system. This includes researching relevant legislation and public-private partnership models.
  • Conduct regular and ad-hoc engagement across the Central Bank and with financial institutions, industry bodies, government and other agencies to gather insights and data on system-wide operational vulnerabilities, interdependencies and risks, ensuring findings are incorporated into the Bank's system-wide operational resilience work.
  • Develop robust policy positions on the level of system-wide operational resilience appropriate for strategic risks to the system-wide operational resilience of critical services, including cyber risks and risks to critical national infrastructure.
  • Coordinate with and influence internal and external stakeholders to build buy-in and support for system-wide operational resilience policies.
  • Contribute to updates on the development of system-wide operational resilience policy and framework by preparing clear and concise deliverables that are tailored to the relevant stakeholders.
  • Support the work of the system-wide operational resilience team in order to ensure the delivery of a cohesive and comprehensive approach to and framework for system-wide operational resilience.
  • Develop and maintain positive stakeholder relationships, both internally and externally to coordinate efforts on system-wide operational resilience.


Requirements

  • NFQ Level 8 qualification preferably in law, finance, economics, policy, European studies, business or any subject indicating strong analytical skills, or appropriate significant experience in any of the referenced areas;
  • 3+ years professional experience in a policy, regulatory, financial services or public sector environment;
  • Proven ability to develop policy proposals, having conducted research and analysis of all relevant resources;
  • Experience in reviewing and analysing legislation and legislative proposals;
  • Ability to confidently articulate complex policy topics and analytical findings to diverse audiences through clear written and verbal communication skills;
  • Strong logical thinking, problem-solving, decision-making, planning and organisational skills;
  • Good verbal, written and presentation skills with the ability to communicate with stakeholders and senior management;
  • Capability to challenge stakeholders on subjective issues where required;
  • Ability to work effectively both independently on own initiative, as a team member and on a cross-Bank basis;
  • Knowledge and understanding of the Central Bank's operational resilience framework for regulated entities and the concepts of system-wide operational resilience;
  • Good knowledge of EU financial services legislation, regulatory frameworks and guidelines, particularly those relating to operational resilience, financial stability and critical infrastructure;
  • Good knowledge of the Irish financial services sector and its critical infrastructure helpful;
  • Self-starter with the ability to take initiative and take ownership of tasks
  • Professional conduct with unquestionable ethics and integrity at all times;
  • Proficient in Excel, Word and PowerPoint
