Talent Acquisition & HR Specialist – Taiwan / APAC

Location: Fully Remote – Netherlands

Working Hours: Asia/APAC hours

Start Date: November 2026, or latest early December 2026

Employment Type: Full-time

About CAE

CAE is a U.S.-based global company operating at the intersection of technology, data, and the semiconductor industry. Founded in California and headquartered in Austin, Texas, CAE has grown into an international organization with employees and offices across North America, Europe, and Asia.

We operate a global marketplace for semiconductor capital assets, combining proprietary technology, data, analytics, and deep industry expertise to connect buyers and sellers around the world.

Our international team works across multiple time zones, cultures, and markets, and our continued growth means we are constantly expanding our teams and capabilities. CAE currently has more than 300 employees globally and operates across 10 countries, with significant planned headcount growth.

About the Role

We are looking for a Talent Acquisition & HR Specialist to support CAE's continued growth across Taiwan and the wider Asia-Pacific region.

This is a highly hands-on role combining recruitment, HR operations, and Taiwan employment knowledge. You will be responsible for driving recruitment across multiple markets, with a particular focus on high-volume hiring as CAE continues to scale.

You will work closely with the Director of Asia and VP, hiring managers, employees, and external HR partners across Taiwan and other international markets.

This is not a role where you will simply manage a small number of vacancies. We are looking for someone who enjoys building pipelines, moving quickly, managing volume, and getting candidates through the hiring process efficiently.

The successful candidate will have strong knowledge of Taiwan labor law and HR practices, be fluent in Mandarin Chinese and English, and be comfortable working primarily on Asia/APAC hours while being based in the Netherlands.

Key Responsibilities

Talent Acquisition & High-Volume Hiring:

  • Own the full recruitment lifecycle, from sourcing and screening through interviews, offer management, and onboarding coordination.
  • Manage high-volume recruitment across Taiwan and international markets as CAE continues to expand.
  • Build and maintain strong candidate pipelines through proactive sourcing, LinkedIn Recruiter, referrals, recruitment platforms, and professional networks.
  • Partner closely with hiring managers to understand hiring requirements and translate business needs into effective recruitment strategies.
  • Manage multiple open positions simultaneously while maintaining speed, organization, and a high-quality candidate experience.
  • Coordinate interviews across multiple time zones and stakeholders.
  • Track recruitment activity, candidate pipelines, and hiring progress accurately.
  • Provide regular updates to the Director of Asia and VP on recruitment progress, challenges, and priorities.
  • Continuously improve recruitment processes to make hiring more scalable and efficient.

Taiwan HR & Labor Law:

  • Provide day-to-day HR support for CAE employees in Taiwan.
  • Apply practical knowledge of the Taiwan Labor Standards Act and local employment regulations to HR processes and employee matters.
  • Support employee relations, attendance, leave, documentation, and other HR-related matters.
  • Maintain accurate and confidential employee records.
  • Work with external HR, legal, payroll, and employment partners to ensure compliance with local requirements.
  • Identify potential HR or compliance issues and proactively escalate and resolve them.

International HR Coordination:

  • Coordinate HR and recruitment activities across Taiwan, China, Korea, Japan, Singapore, Malaysia, the US, Europe, and other markets as required.
  • Work with EOR providers, recruitment agencies, accounting firms, law firms, payroll providers, and other external partners.
  • Manage communication, follow-ups, documentation, and issue resolution with external service providers.
  • Support cross-border HR projects as CAE continues to expand its international footprint.

What We're Looking For:

  • 2–5 years of experience in end-to-end recruitment, preferably in-house or within a fast-growing organization.
  • Demonstrated experience with high-volume or multi-role recruitment.
  • Strong practical knowledge of Taiwan labor law and local employment practices.
  • Fluent Mandarin Chinese and strong English communication skills.
  • Experience working with international candidates, hiring managers, and stakeholders across different countries and cultures.
  • Comfortable working Asia/APAC hours while being based in the Netherlands.
  • Strong sourcing capabilities, ideally including LinkedIn Recruiter.
  • Experience working with EORs, recruitment agencies, payroll providers, legal firms, or other HR service providers is highly desirable.
  • Excellent organizational skills and the ability to manage a high volume of tasks and stakeholders.
  • Strong communication, negotiation, and problem-solving abilities.
  • High level of discretion when handling confidential employee and candidate information.

Who Will Succeed at CAE?

We are looking for someone who thrives in a fast-moving, international, performance-driven environment.

You are someone who:

  • Pays attention to detail – Particularly when dealing with employment matters, documentation, and Taiwan labor requirements.
  • Has high ownership and accountability – You follow things through and don't let important tasks fall through the cracks.
