Position Summary:
Leads the analysis and definition of future-state business processes and detailed system specifications that support the continued modernization of the organization’s insurance capabilities. The role partners with business subject matter experts, product leadership, architects, developers, quality assurance, and data teams to understand Medical Stop Loss, Organ Transplant, and MedPlus operations. This position focuses on business capabilities, desired outcomes, rules, decisions, data, controls, exceptions, and opportunities to improve efficiency and the user experience. The analyst evaluates business needs, recommends scalable and modern approaches, and translates approved future-state designs into developer-ready Jira epics, features, user stories, acceptance criteria, business rules, data requirements, integration requirements, and non-functional requirements. The role also contributes to conceptual and logical data models for solutions using Azure, Microsoft Fabric, and MongoDB or other NoSQL technologies.
Key Responsibilities:
Process Discovery and Future-State Design
- Facilitate discovery workshops with business and technology stakeholders to understand business goals, customer and user needs, regulatory and control requirements, pain points, decisions, business rules, data needs, and process exceptions.
- Document current business processes only to the level needed to understand business purpose, risks, dependencies, and requirements; avoid treating existing application navigation, screens, or clicks as the future-state design.
- Design end-to-end future-state process maps for Medical Stop Loss, Organ Transplant, and MedPlus lines of business for areas such as CRM Hub, underwriting, policy administration, premium, eligibility, claims, and related integrations.
- Research and recommend modern insurance practices, automation opportunities, workflow improvements, straight-through processing, decision support, and user experience improvements based on industry knowledge and evidence.
- Translate future-state processes into clear functional and technical specifications, including epics, features, user stories, acceptance criteria, business rules, decision tables, data definitions, process diagrams, interaction flows, interface requirements, error handling, audit needs, and security or control requirements.
- Develop conceptual and logical data models, domain models, entity definitions, relationships, data ownership, data quality rules, retention needs, and access patterns appropriate for MongoDB and other NoSQL solutions.
- Collaborate with data and platform teams on Azure and Microsoft Fabric data flows, integrations, analytics requirements, source-to-target mappings, and master or reference data needs.
- Define measurable acceptance criteria and support test strategy, test scenario development, user acceptance testing, defect clarification, and validation that delivered capabilities meet approved business outcomes.
Delivery, Traceability, and Collaboration
- Create and maintain a well-structured Jira backlog that is traceable from business capability and process through requirement, story, acceptance criteria, test coverage, and delivered functionality.
- Partner with developers, architects, DevOps, database professionals, quality assurance, UI/UX, and product leadership to refine requirements, resolve ambiguity, identify dependencies, assess feasibility, and support solution design.
- Maintain decision logs, assumptions, risks, dependencies, glossary terms, and requirements traceability, and communicate changes and impacts clearly to business and technical audiences.
- Support iterative delivery by preparing work for refinement, answering questions during development, participating in demonstrations, and incorporating stakeholder feedback into future increments.
- Planning: Organize discovery, analysis, and specification work; meet commitments and manage multiple priorities.
- Communication: Facilitate productive discussions and translate complex insurance, process, data, and technical concepts into plain language.
- Strategic Thinking: Look beyond the current application and recommend future-ready processes aligned with business outcomes.
- Analysis and Problem Solving: Decompose complex processes, identify root causes and exceptions, and turn ambiguity into buildable requirements.
- Collaboration and Influence: Build alignment among business experts, product leadership, architects, developers, data teams, DevOps, and quality assurance without direct authority.
- Business Controls and Policies: Incorporate privacy, security, regulatory, financial, audit, and operational controls into future-state designs and requirements.
- People Management: No direct people management responsibility.
Education, Experience & Knowledge:
- 4 Year / Bachelor's Degree- Business, Insurance, Computer Science, Information Systems, Data Management, or a related field; equivalent relevant experience may be considered
- 4+ years of progressive experience in technical business analysis, business systems analysis, process architecture, product analysis, or requirements engineering for application development or platform modernization.
- Demonstrated experience translating complex processes into future-state workflows and developer-ready functional and technical specifications
- Experience working in Agile delivery environments and creating or managing Jira epics, features, stories, acceptance criteria, dependencies, and traceability.
- Experience defining data requirements and contributing to conceptual or logical data models.
Must Have
- Strong process discovery and future-state process design skills using BPMN, value streams, swimlane diagrams, decision models, or comparable methods.
- Ability to distinguish business process and capability requirements from the navigation, screen layout, and limitations of an existing application.
- Advanced requirements elicitation, analysis, specification, validation, prioritization, impact analysis, and traceability skills.
- Demonstrated ability to translate complex business processes into clear, testable Jira epics, features, user stories, acceptance criteria, and supporting specifications.
- Experience developing conceptual and logical data models and defining data entities, relationships, business rules, ownership, quality, and lifecycle requirements.
- Working knowledge of MongoDB or other NoSQL data-modeling concepts, including documents, embedding versus referencing, indexing, schema evolution, access patterns, and consistency considerations.
- Working knowledge of APIs, integrations, workflow, identity and access, auditability, data privacy, security controls, and non-functional requirements.
- Strong Jira skills and experience with Confluence and process-modeling tools such as Microsoft Visio or similar.
- Excellent written, verbal, facilitation, interviewing, and presentation skills, with the ability to communicate effectively with business and technical audiences.
- Strong attention to detail, curiosity, sound judgment, and the ability to work through ambiguity and incomplete information.
- Ability to learn complex insurance products and business rules and document them in a clear, testable, and maintainable manner.
