About Matter Health
Matter Health delivers primary and preventive healthcare directly to older adults living in public housing communities.
Our mission is simple: to improve healthcare access by meeting patients where they are and building trusted relationships within the communities we serve. We are rapidly expanding and are seeking mission-driven professionals who thrive in fast-paced, people-centered environments.
We Lead with Love in Everything We Do.
About the Role
Matter Health is seeking a Vice President, Market Expansion & Patient Engagement to lead two of our most important growth priorities: launching new markets and connecting attributed members to care.
In this role, you will own the end-to-end process of bringing new payer markets into operation—from contract execution through go-live and early market performance. You will also lead the enterprise strategy and execution infrastructure that converts attributed members into active patient relationships.
You will build and continuously improve our market launch toolkit, ensuring each new market benefits from a repeatable, reliable operating approach. As the leader of patient engagement strategy, you will guide the development of playbooks, outreach capabilities across channels, and field enablement tools that support member activation and care conversion at scale.
This role requires a leader who can set enterprise strategy while staying close to execution, build teams, and drive accountability across cross-functional partners. This is a remote position reporting to the SVP, Operations.
Key Responsibilities
Market Implementation & Launch
Own the strategy and execution of a repeatable market launch operating system, improving the approach with each new market.
Lead the 90-day market sprint from contract execution through the first patient visit and early market performance.
Translate executed payer contracts into operational requirements, workflow triggers, and readiness checklists so teams understand their responsibilities before go-live.
Lead pre-launch readiness assessments across Clinical, Operations, HR, Training, Technology, and Compliance.
Own operational sign-off on launch timing during contracting, certify readiness, and escalate recommended launch delays to the SVP, Operations when appropriate.
Drive staffing and credentialing timelines for each new market and serve as the internal escalation point when timelines are at risk.
Coordinate launch activities across Growth, Legal/Compliance, Clinical, Operations, HR, and Technology to manage dependencies and support timely execution.
Establish the strategy and governance for implementation tracking, including timelines, milestones, and status reporting from contract execution through go-live.
Patient Engagement & Member Activation
Own the enterprise strategy and execution infrastructure that connects attributed members to active patient relationships.
Lead the strategic development of patient engagement playbooks, outreach capabilities across channels, and tools that enable field teams.
Build scalable approaches that support member activation and conversion into care.
Coordinate with payer teams to support accurate patient attribution and enrollment.
Oversee attribution reconciliation to identify gaps, improve accuracy, and coordinate corrections.
Operational Leadership & Continuous Improvement
Build alignment and accountability across teams responsible for market readiness and patient engagement.
Identify implementation gaps, lead root-cause analyses, and translate findings into lasting operational improvements.
Maintain and improve launch playbooks and standard operating procedures.
Balance enterprise planning with hands-on execution to support reliable launches and early market performance.
Qualifications
Experience leading market expansion, implementation, or operational launch initiatives within healthcare.
Deep understanding of value-based care and payer operations.
Experience translating payer contract requirements into operational workflows and launch plans.
A track record of scaling patient or member engagement functions.
Experience developing operational playbooks, governance processes, and tools that support consistent execution.
Ability to lead cross-functional initiatives and drive accountability across teams with different reporting relationships.
Experience coordinating staffing, credentialing, compliance, technology, and operational readiness.
Strong strategic planning, communication, and problem-solving skills, with the ability to remain closely involved in execution.
What Success Looks Like
New markets launch through a consistent, repeatable process with clear ownership and readiness standards.
Payer contract requirements are translated into actionable plans before go-live.
Staffing, credentialing, technology, and operational dependencies are managed proactively.
Leaders have clear visibility into launch milestones, risks, and early market performance.
Patient engagement playbooks and field tools support member activation and conversion into care at scale.
Attribution and enrollment gaps are identified and resolved in coordination with payer partners.
Lessons from each launch lead to stronger playbooks and more reliable execution.
