Project Overview: Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more. Work Location: Ras Al-Khair . The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays. This position is designated as Single Status only Job Summary: Assistant Resident Engineer is assigned to a field construction organization in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs Contractor’s activities, subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions. Major Responsibilities: Responsible for field construction operations within assigned discipline or area. Determines contractor’s workforce requirements. Coordinates established area operational plans. Monitors work activities and ensures the quality of work performed. Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation. Prepares daily reports and forecasts, including summary of construction progress, contractor personnel forecasts, and expenditures forecast. Monitors tool usage on the site. Review Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive. Monitors the activities of subcontractors to ensure compliance with specifications and schedules. Responsible for the implementation of client/project policies, procedures and instructions within assigned operations. Coordinates activities with other disciplines or areas and clients’ resident representatives, as instructed by construction management. Performs employee reviews and identifies training and development opportunities for subordinate personnel. Ensures that client, Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings. Implements Six Sigma tools, analysis, and decision making in the execution of duties. Education and Experience Requirements: University Degree in Engineering with minimum 8-10 or 12-14 years of construction experience. Knowledge of a single or multi-discipline construction operation. Knowledge of the use of contracts, and the contractor and subcontractor’s responsibilities contained in contract documents. Experience working with, supervising and administering subcontractors and/or Direct Hire workforce. Experience providing daily safety and quality inspections of Contractors’ physical works related road, bridge and associated utility and drainage construction. Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan. Knowledge of Bechtel and client Standard Work Process Procedures (SWPPs). Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards. Previous Middle East work on mega civil projects and previous work on simultaneous projects. Experience in projects which are Budgeted expenditure driven. Experience reviewing Contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents. Experience reviewing and processing the contractor’s monthly pay applications. Experience reviewing and monitoring the Contractors’ project schedules. Experience writing correspondences to contractors on contractual matters. Experience in dealing with the change management & claims. Required Knowledge and Skills: Knowledge of supervisory functions relating to field activities. Ability to communicate effectively with others. Contributes to achievement of team goals; promotes teamwork. Ability to balance work requirements from multiple projects. Serve as a resource for training/mentoring colleagues with less experience. Self-motivated individual with good leadership skills and experience and the ability to influence without authority. Demonstrated leadership in a team-based environment. Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team. Ability to work within an integrated RC/Bechtel/Contractors team at multiple levels in order to achieve safety standards and high quality work.
