Position Overview
The Facilities Director provides departmental leadership, strategic direction, and full accountability for the planning, budgeting, compliance, and long-term stewardship of all KANA owned and leased facilities and organizational improvement initiatives. Owns the Facilities operating and capital budgets, the facilities vendor and service-contract portfolio, the regulatory and life-safety compliance posture, and multi-year facility planning across Kodiak and the village communities KANA serves. Partners with the Chief Executive Officer, the Vice President of Administration, and divisional and departmental leadership to align facilities strategy with organizational priorities, and partners with the Construction Manager (an independent role reporting to the Vice President of Administration) on the scoping, budgeting, and delivery of capital projects. Directs the Facilities Department through the Deputy Facilities Director, who leads daily operational execution of maintenance, custodial, and HVAC services, and the Facilities Office Manager, enabling this position to concentrate on strategy, financial stewardship, compliance assurance, vendor accountability, and measurable service outcomes.
Key Responsibilities
Strategic Facilities Leadership and Planning
Sets the strategic direction for facilities management, capital planning, and organizational improvement initiatives across all owned and leased facilities.
Develops and maintains, in partnership with the Construction Manager, a multi-year facilities and capital plan that defines upgrade, expansion, replacement, and deferred-maintenance priorities, including village facilities where KANA services are provided.
Conducts and documents facility needs analyses that translate building conditions into prioritized, cost-estimated recommendations for Executive Leadership.
Establishes departmental goals, performance standards, and defined service outcomes, and holds the department accountable for achieving them.
Provides regular reports and recommendations to the Chief Executive Officer and Vice President of Administration on facility conditions, risks, and investment needs.
Provides technical guidance to Tribal Councils for the maintenance and operation of facilities where KANA services are provided.
Budget and Financial Management
Develops, owns, and manages the annual Facilities operating and capital budgets in partnership with the Vice President of Administration and Finance.
Sets and manages the capital budget envelope within which the Construction Manager delivers approved projects, and monitors portfolio spend against that envelope.
Forecasts facility and capital costs and prepares cost-estimated proposals to support organizational budget planning.Monitors departmental and project spending against budget, explains variances, and implements corrective measures to keep the department within approved financial targets.
Reviews and proposes departmental purchases and expenditures within delegated authority and organizational procurement policy (Appendix C).
Identifies and implements cost-saving and efficiency measures across facilities operations, energy use, and vendor spend.
Reports monthly on budget status, spending, and forecast to the Vice President of Administration.
Vendor, Contract, and Procurement Management
Owns the facilities service vendor and contractor portfolio — maintenance, custodial, HVAC, grounds, and specialized services — including vendor selection, solicitation of bids, contract negotiation, and ongoing contract management.
Establishes service-level expectations and quality standards for vendors and contractors and holds them accountable through documented performance review.
Verifies that vendor and contractor work conforms to specifications, codes, schedules, and safety requirements before authorizing payment.
Maintains a current inventory of facilities contracts, scopes, and renewal dates to prevent service lapses and uncontrolled spending.
Coordinates procurement planning with the Vice President of Administration and Finance in accordance with organizational and grant-related procurement requirements.
Construction contractors and architects engaged for capital projects are managed by the Construction Manager within the Director's capital envelope and the same procurement policy.
Capital Planning and Partnership with the Construction Manager
Identifies, scopes, and prioritizes capital needs and sets the approved scope, budget, and success criteria for each project in partnership with the Construction Manager.
Provides operational, maintenance, and life-cycle input into project design so completed work can be maintained within the operating budget.
Monitors the capital project portfolio against the approved envelope, schedule, and outcomes, and escalates budget or schedule deviations to the Vice President of Administration.
Coordinates the operational handover of completed projects into maintenance, and documents results.
Reports monthly, jointly with the Construction Manager, on active project status, budget, and schedule to Leadership.
Design Review and Approval Authority
Participates in the Chief Executive Officer's design-review gates as the operational and budget voice, and ensures the department operates within the approval authority defined in Appendix C.
Seeks approval at the defined thresholds and decision types and escalates matters requiring Vice President or Chief Executive Officer decision promptly and with a documented recommendation.
Regulatory, Safety, and Life-Safety Compliance
Owns the facilities regulatory and life-safety compliance posture, ensuring all owned and leased facilities meet applicable codes, standards, and accreditation requirements.
Partners with the Safety and Emergency Preparedness Manager on facilities-related life-safety compliance, including fire doors, door hardware and locks, fire-protection systems, egress, and related building-safety elements.
Partners with the Security Manager on physical security systems, access control, and facility security measures.
Conducts and documents regular inspections of facilities and grounds, ensures identified deficiencies are corrected within defined timeframes, and maintains corrective-action records.
Ensures facilities readiness for regulatory inspections, accreditation surveys, and compliance audits.
Interprets and enforces organizational policies and safety regulations across the Facilities Department.
Cross-Functional Partnership
Partners with divisional peers, including the Construction Manager, the Safety and Emergency Preparedness Manager, the Security Manager, and other department leaders, to align facilities support with organizational operations and compliance.
Coordinates facilities activities with other departments to minimize disruption to services and beneficiaries.
Represents KANA on committees at the local and state-wide level as directed.
Department Leadership and Workforce Management
Leads the Facilities Department through two direct reports: the Deputy Facilities Director, who directs daily operational execution, and the Facilities Office Manager, who directs administrative and fleet support.
Establishes departmental structure, staffing plans, and performance standards.
Sets performance expectations, provides feedback, and develops the leadership capacity of the Deputy Facilities Director, the Facilities Office Manager, and department staff.
Ensures departmental coverage for routine operations, on-call response, and emergencies.
Carries out supervisory responsibilities in accordance with organizational policy and applicable law, including interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; rewarding and disciplining; and addressing complaints and resolving problems.
Reporting, Performance, and Accountability
Delivers a standardized monthly Facilities report to the Vice President of Administration covering active projects, budget and spending, needs analysis, vendor management, quality control, and compliance status (Appendix B).
Establishes, tracks, and reports departmental performance against defined key performance indicators (Appendix A).
Uses performance data to drive process improvements, corrective actions, and resource decisions.
Maintains complete and accurate facilities records, inspection reports, and compliance documentation.
Qualifications
Bachelor's degree in Construction Management, Engineering, Project Management, or a related field. Minimum five (5) years of experience managing large-scale projects, divisions, and/or corporate-wide functions, preferably in the health care field, including demonstrated experience managing operating and capital budgets and leading staff. Five (5) years of successful healthcare facilities management experience preferred. Equivalent combination of education and/or experience may be considered.
AK Class “D” vehicle license required. Licensed driver for the past three consecutive years with an acceptable driving record.
Work Schedule
KANA’s standard work schedule is 37.5 working hours per week, consisting of 7.5 paid working hours per day plus a one-hour unpaid lunch break (8.5 hours on site per day).
Available for on-call and after-hours work and adjusts to a changing work schedule based on emergencies and scheduled maintenance activities.
