Manager — Strategic Performance and Project Management | Dubai | On-site

NWS is shortlisting for a potential outsourced services contract with a Dubai Government entity. Initial 12-month term with the possibility of extension, onsite in Dubai, visa and sponsorship provided.

This role is subject to contract award. We are building the shortlist now so that we can mobilise quickly if the contract proceeds.

The role

You will lead and quality-assure two work streams for the client: institutional performance management across 24 organisational units and a corporate KPI portfolio of around 390 indicators, and a PMO function covering the client's government projects and strategic initiatives. You will own the quality of what

reaches executive level — dashboards, performance analysis, portfolio status and governance packs — while decision-making authority remains with the client.

What we need from you

• 8+ years of relevant professional experience, demonstrably across both institutional performance management and project management or PMO
• Strategic planning, KPI development and review, target setting, performance analysis, dashboards, executive reporting, and monitoring of strategic objectives and initiatives
• Advanced Excel and PowerPoint, and hands-on Power BI including data modelling and DAX — be ready to talk through a model you have built
• Experience with EPM or balanced scorecard platforms; exposure to Corporater is a distinct advantage
• Full professional fluency in Arabic and English, including drafting, reviewing and presenting institutional reports and presentations in both

Strongly preferred

• Experience with UAE government or semi-government entities
• Enterprise or institutional performance management across multiple organisational units
• Business process analysis, mapping, improvement and re-engineering
• Background in social development, social protection, family and community services or community wellbeing

Working pattern: Monday to Thursday 07:30 to 15:30, Friday 07:30 to 12:00, on-site at the client's premises in Dubai.
