Mauritania, located between the Sahara and the Sahel, plays an important role in regional peace and security but faces recurring shocks such as drought, population displacement from the Mali crisis, and rapid urbanization. With a population of 4.6 million concentrated mainly in Nouakchott and the south, the country is rich in natural resources (fishing, iron, gold, gas) and has experienced sustained economic growth. However, wealth distribution remains unequal, and social sector investment is limited. Poverty has declined significantly in recent years, yet many children remain highly vulnerable: over one quarter live in absolute poverty, while one third face risks from drought and flooding, leading to food insecurity and malnutrition.

The UNICEF country programme, aligned with national strategies and the UNDAF, focuses on reducing child vulnerabilities and advancing key results in health, nutrition, education, water and sanitation, and child protection, particularly for the most disadvantaged. It also supports humanitarian responses, including assistance to more than 78,000 Malian refugees—nearly 46,000 of whom are children—living in M’berra camp. Despite progress, the nutrition situation remains fragile, with an estimated 32,740 children affected by severe acute malnutrition in 2022, requiring scaled-up interventions and strengthened community resilience. The 2018–2022 country programme has a budget of USD 78 million (excluding ORE), composed of 20% regular resources and 80% other resources.

The Operations function is a strategic Business Partner role within the Senior Management Team, assuring the best use of UNICEF assets in alignment with sound management practices, office priorities and goals to deliver results for children. The function supports the Head of the Office on managing the office and monitoring operations and programmes as needed while providing advice on best and innovative management practices to enhance office performance.

As a Strategic Business Partner and Deputy for the Head of the Office, the incumbent will be responsible to lead for results, drive change, provide risk informed, solution-focused analysis, advice and services and contribute to programme and management decisions for delivering results for children in all operational contexts.

The Deputy Representative, Operations will be entrusted with the following five pillars, the core focus of all operations functions: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, Valuing Partners.

In fragile and humanitarian contexts, the Representative ensures the delivery of a timely, efficient and principled humanitarian action and advocacy in accordance with UNICEF global Policy and Framework for humanitarian action. Where clusters are activated, the Representative ensures that UNICEF CLA responsibilities are fulfilled.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in Business management; Financial management; Accounting; Public Finance; and related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.
    A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
  • Work Experience: At least 8 years of relevant work experience at the national and international level, is required, specifically in implementing strategic organizational initiatives in one or more operations management area including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources. Experience in Results Based Management is a requirement.
  • Skills: Proficient in Microsoft Office with a strong client-oriented approach.
  • Language Requirements: Fluency in French and English is required. Knowledge of Arabic is an asset.

Desirables:

  • Knowledge of another official UN language (Chinese, Russian or Spanish) or a local language is an asset.
  • Prior experience in the development sector or UN system/international NGOs is an asset.
  • Prior experience working with or in the private sector, and supporting private sector fundraising, is desirable.
  • Experience in a UN system agency, large private or public company, or experience working in a developing country and/or humanitarian/ emergency context is an asset.
  • Experience in working with corporate ERPs (Enterprise Resource Planning) and IPSAS (International Public Sector Accounting Standards) is highly desirable.
  • Experience in supporting successful client-oriented work units is an asset.
  • Previous hands on experience in strategic operations is a strong asset.
  • Additional experience in Audit and Investigations; Safety and Security; Grant Management; and/or Enterprise Risk Management would be desired.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
