The Opportunity:
CACI is seeking an experienced AI Platform & Infrastructure Project Manager to support the Department of Homeland Security (DHS) Office of the Inspector General (OIG). This role offers a unique opportunity to manage delivery of the secure AI platform and cloud infrastructure at the center of an enterprise transformation that brings generative AI and advanced analytics to investigative, audit, and inspection missions.
As the AI Platform & Infrastructure Project Manager, you will plan, coordinate, and track the projects that stand up and sustain DHS OIG's AI capabilities, from OIGChat, a large language model assistant hosted in Azure Government, to Azure AI Foundry and Azure OpenAI services in Azure Commercial/GCC and the shared infrastructure that mission-specific AI applications will run on. You will manage schedules, scope, dependencies, risks, and costs across cross-environment integration, model access governance, security authorization, and platform operations, turning the work of AI engineers, platform engineers, and security specialists into integrated plans the Government can prioritize and fund. Working closely with the Program Manager, Government Product Owners, and DHS OIG cybersecurity and enterprise IT teams, you will keep complex technical work predictable, transparent, and on track. Responsibilities:
• Plan and manage AI platform and infrastructure projects from initiation through transition, including OIGChat enhancements, Azure AI Foundry and Azure OpenAI enablement, and the move of pilot AI applications into production or shared platform services, maintaining integrated schedules, scope, dependencies, and milestones
• Manage the project to implement approved connection patterns between applications hosted in Azure Government and model services hosted in Azure Commercial/GCC, tracking architecture, security, privacy, and authorization dependencies across engineering and Government teams
• Coordinate AI infrastructure work, including compute, storage, networking, search and indexing, API management, model endpoints, and containerization, and track Terraform, automation, and CI/CD deliverables so environments are repeatable and traceable
• Manage AI cost and model access governance activities, including tracking Azure spend and token consumption against budgets, maintaining dashboards, thresholds, and alerts, and coordinating guardrails that prevent unauthorized use, excessive cost, and data leakage
• Plan and track authorization activities for AI platform services, including authority-to-proceed, limited, provisional, and full ATOs, continuous monitoring, and POA&Ms, coordinating security staff and Government reviewers so AI controls support model governance, auditing, SIEM integration, and protection of SPII and Law Enforcement Sensitive data
• Manage the AI platform release and operations cadence, including maintenance windows, deployment and rollback plans, release readiness, and tracking of incident follow-up and corrective actions under DHS OIG change management processes
• Coordinate technical options analysis and level-of-effort estimates that help the Government decide whether new AI capabilities belong in OIGChat, in separate mission-specific applications, or in shared platform services, and track pilot outcomes and lessons learned to inform enterprise implementation
• Maintain project risk, issue, and dependency registers, support Agile planning with the engineering team and Government Product Owner, and report status, schedule, and cost clearly to Government stakeholders
• Serve as the project-level coordination point with Government M365, Entra ID, Azure Government, and cybersecurity teams, ensuring contractor work does not affect tenant services, conditional access policies, or enterprise identity configurations without Government direction
• Develop AI platform implementation plans, project schedules, and operations, performance, and cost reports, provide inputs to monthly progress reports, and serve as alternate to the Program Manager when designated

Qualifications:
Required:
• Bachelor's degree + 10 years of experience in IT project management, cloud infrastructure, AI or data platforms, or related field; equivalencies considered (Master's + 7 years; 16 years with no degree; AA + 12 years)
• U.S. citizenship and the ability to obtain and maintain a Public Trust clearance
• Project Management Professional (PMP) certification
• Demonstrated experience managing enterprise cloud and infrastructure projects, including migration and modernization, operational readiness, and capacity planning, with integrated schedules, budgets, and risks across multiple technical teams or delivery partners
• Experience managing the evaluation, adoption, or delivery of AI or generative AI capabilities in an enterprise environment, including governance, security, and responsible-use considerations
• Working knowledge of federal security and authorization requirements (NIST 800-53, FedRAMP, FISMA, ATO processes) and experience tracking cloud cost and performance in Microsoft Azure or a comparable enterprise cloud, with the communication skills to report status, risk, and cost to Government stakeholders
Desired:
• Familiarity with Azure OpenAI, Azure AI Foundry, Microsoft Simple Chat, or comparable enterprise AI chat platforms, including RAG patterns, model routing, API management, and token cost controls
• AI, cloud, or security certifications such as Google Generative AI Leader, Microsoft Azure AI or cloud certifications, or CISSP, and experience with project and Agile tools such as MS Project, Jira, or Azure DevOps
• Background in federal civilian, health, law enforcement, or inspector general programs with understanding of sensitive data handling, privacy requirements, and Government change management processes
