Associate Director, Proposal Management College Board – State and District Partnerships (SDP) Location: This is a fully remote role. Candidates who live near CB offices have the option of being fully remote or hybrid (Tuesday and Wednesday in office). All CB employees are required to occasionally travel to meet in person for business purposes. Type: This is a full-time position About the Team State and District Partnerships (SDP) is laser focused on growing and maintaining College Board’s core businesses as market dynamics change. SDP colleagues serve as the primary liaisons to states and districts who use College Board programs and services. Within SDP, t he Sales Operations team is focused on the development and implementation of efficient overall business processes within the division and with cross-organizational teams to achieve clean delivery of our programs. We use data, observation, experience, and creativity to guide decision making and process development. We serve as a resource for the planning and operations of the division; encompassing the units focused on large, state and district partnerships, International, and Unified State Strategies. Our team works to provide opportunities to students through promoting the use of College Board programs and services including the SAT Suite of Assessments, Advanced Placement, and BigFuture . About the Opportunity The Associate Director, Proposal Management is responsible for leading College Board's responses to district-level and higher education requests for proposals (RFPs) across all programs and services and supporting the Director of Proposal Management on state-level RFPs. This role owns the full proposal development lifecycle — from kickoff through submission — and plays an active role in building the systems, tools, and training infrastructure that strengthen the team's capacity to compete effectively over time. The Associate Director brings strong project management skills, exceptional attention to detail, and a process redesign mindset to a fast-paced, deadline-driven environment. This role works across programs, sales, legal, and finance to develop compelling, compliant proposals — and takes an active role in driving the team’s transition to an AI-embedded workflow environment, moving beyond incremental gains to fundamentally reshape how proposal work gets done. In this role, you will: Design & Implementation (60%) For district-level, higher education, and small state proposals, autonomously manages all facets of the bid development process, including: developing the proposal timeline; identifying and coordinating cross-organizational stakeholders via Slack and other collaboration tools; developing and executing a communication plan; facilitating stakeholder review; and integrating feedback into the final submission. Supports the Director, Proposal Management with these functions for large state-level RFPs. Reviews and uplevels AI-generated or Loopio -sourced initial draft content for all assigned proposals, with manual drafting as needed during the transition to a more fully AI-embedded workflow . Collaborates with key stakeholders to ensure proposals are drafted, finalized , approved, and delivered on time with all required components. Partners with the Director of Contract Management to assemble and submit proposal materials and confirm all bid requirements are met. Identifies and completes required government forms and corporate information within proposals for state, district, and higher education RFPs; completes these manually as need while evaluating opportunities to automate or streamline form completion through AI-assisted tools and workflows. Coordinates with internal staff to ensure timely follow-up on state and district opportunities and maintains an effective escalation process for issues that may arise. Leads process and workflow redesign in collaboration with the Contracts Team, SDP Sales Operations, SDP K-12 sales team, Legal, Finance, and program staff — identifying steps currently handled manually that could be automated or AI-assisted, piloting new tools and approaches, and building team-wide practices that reflect where the technology is headed, not just where it is today. Develops and maintains a training plan and supporting materials for periodic RFP process training across SDP, legal, finance, and program stakeholders, including effective use of Loopio and its native AI tools. Participates in key working groups and division activities and represents SDP as requested. Strategy & Communication (40%) Develops and communicates proposal timelines and milestones across working groups for assigned district and higher education proposals and supports this function for large state-level RFPs. Establishes and manages routine communication channels — including Slack and other collaboration tools — to keep stakeholders aligned throughout the proposal lifecycle. Contributes to assessing, documenting, and improving the proposal development process by tracking success metrics, gathering stakeholder feedback, and translating findings into actionable recommendations. Develops and delivers training that equips relevant staff to identify appropriate funding opportunities and contribute effectively to proposal responses, including use of Loopio and AI-assisted tools. Supports the evaluation and adoption of emerging tools and technologies — including AI-assisted drafting, competitive analysis, and workflow automation — by piloting use cases, documenting outcomes, and sharing recommendations with proposal leadership. Participates in divisional and organizational projects or planning groups as needed. About You To qualify for this role, you must b e: Knowledgeable about public-school procurement processes and familiar with College Board programs and services utilized by states and districts. Skilled project manager with outstanding organizational and prioritization skills and a proven ability to manage multiple complex projects simultaneously across diverse teams to meet immovable deadlines. Proficient writer and editor of technical proposals, policy, or legislative content, with the ability to synthesize information across content domains and multiple contributors into a single, cohesive voice. Effective collaborator with strong facilitation skills and a proven ability to build relationships and influence others to action — both independently and as a member of a team. Adept problem-solver who uses data to inform decisions and drive continuous process improvement. Experienced at leading or contributing to process and workflow redesign initiatives, including evaluating how tools and automation can fundamentally change how work gets done, not just improve it incrementally. Hands-on experience with AI tools for content generation, research, or workflow automation, with a demonstrated ability to evaluate, adopt, and help others adapt to emerging technologies – including embedding AI tools into team workflows, not just using AI as a standalone tool. Minimum of 3-5 years of experience in proposal management or competitive bid development; K-12 education or education policy background preferred. Proficiency in proposal management platforms ( Loopio preferred), Microsoft Office Suite (Word, PowerPoint, Excel, and SharePoint), and Slack. B.A. or B.S. Required . The ability to travel 3-4 times a year to College Board offices or on behalf of College Board business. The ability to periodically lift boxes weighing 5-10 pounds.
