JOB TITLE: BUSINESS ANALYST FOR GDM PROJECT
LOCATION: 1000 BRUSSELS BELGIUM
LANGUAGES: ENGLISH, DUTCH OR FRENCH
WORK MODE: FULL TIME (HYBRID AND 2-3 DAYS ONSITE PER WEEK)
DURATION:15/09/2026 - 31/12/2026, WITH THE POSSIBILITY OF EXTENSION.
JOB DESCRIPTION - ROLES AND RESPONSIBILITIES
Presentation/project
- Automatic Number Plate Recognition (Automatic Number Plate Recognition; ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned number plates with the data already available (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the Client, ANPR is used in the context of road safety and judicial assignments. Section controls are also part of the camera park.
Mission
- As a Business Analyst within the ANPR program, you will mainly be responsible for performing analysis for the Gatso Device Management project (abbreviated to GDM or Speedmaster) to ensure the link between dynamic speed signs and fixed speed cameras. This includes mapping out the situation as of the use of the current server, the camera infrastructure and the existing software solutions and helping to draw up the situation to be, with a view to using existing solutions and equipment differently. You will also contribute to the definition of the necessary processes and the creation of the necessary documentation to enable a seamless transition to the "Run" team within ANPR. To do this, you will develop detailed technical and functional design documents.
TASKS AND RESPONSIBILITIES
Main tasks:
- Ensure that the requirements and standards for GDM and other assigned Traffic Initiatives are clearly spelled out.
- Develop and document processes to enable the transfer to the Run organization in a streamlined way.
- Identifying tasks, dependencies, and risks.
- Reporting progress to stakeholders: status, problems, bottlenecks, risks and proposed alternatives/mitigations; recording decisions and actions ("decision log").
- Establish and maintain quality management plans to ensure that project results meet the required standards.
- Documenting information in a structured way, with a view to anchoring and transferring knowledge.
Additional tasks:
- Vision for the future: You will help define and define the parameters of a stable ANPR ecosystem in the context of traffic for the long term, with a view to future expansions. You will contribute to the formulation of a long-term vision that takes into account growing capacity needs, new technologies and integration with other systems.
- Knowledge update and regulatory compliance: You stay up to date with new developments in sensor technology and relevant laws and regulations (e.g. privacy legislation on ANPR data). You integrate this knowledge into your analyses and advise on necessary adjustments to comply with applicable regulations and best practices.
- Providing input for DPIAs and other analyses: You will work closely with the data protection experts within the ANPR team (and the organisation in general) when information needs to be provided about initiatives within the ANPR programme to complete DPIAs, risk analyses, etc.
- Stakeholder management and relationship building with internal stakeholders and external partners to ensure the quality and progress of the analyses.
Education, experience and competencies
- Experience: At least three years of hands-on experience in business analysis and/or supervising ICT projects. Proven experience within complex IT environments for government agencies.
- Methods & tools: Experience with analysis methodologies and tools, such as business process modeling, requirement management, and project follow-up systems. Familiarity with MS Visio, JIRA, Confluence or similar toolsets is desirable. Experience with monitoring tools (including definition of parameters) is a plus.
- Analytical skills: Strong analytical and problem-solving skills. You can structure large amounts of information, summarize it in a neutral way and draw sharp conclusions. You have an eye for detail without losing the overall picture.
- Language skills: French or Dutch as a mother tongue, with a strong passive knowledge of the other national language to be able to function within a bilingual context: consultations, consultation of documentation, etc.
- Domain knowledge: Affinity or experience with ANPR systems, camera technology and/or the determination chain within Traffic is an asset. You will be able to quickly familiarise yourself with the substantive context of traffic surveillance, so that you understand the implications of changes to the system.
