The RoleWe are seeking an experienced Cost Control Officer to monitor operating and project costs, analyze expenditure, maintain cost records, identify variances, support budgeting and forecasting, and help ensure spending remains within approved financial parameters.
The ideal candidate will combine strong financial-analysis skills with operational awareness to identify cost risks, investigate variances, improve cost visibility, and provide timely information that enables management to make effective cost and resource-allocation decisions.
Key Responsibilities- Monitor actual costs against approved budgets, forecasts, and financial plans.
- Maintain accurate cost-control records across assigned departments, projects, contracts, or business units.
- Track direct and indirect costs and ensure appropriate classification.
- Review expenditure transactions for accuracy, completeness, and appropriate cost allocation.
- Monitor purchase orders, commitments, invoices, accruals, and other cost obligations.
- Reconcile cost records with accounting and financial systems.
- Prepare regular cost-versus-budget and cost-versus-forecast reports.
- Analyze material cost variances and identify underlying operational drivers.
- Obtain explanations from budget holders, project managers, procurement teams, and operational stakeholders.
- Prepare clear variance commentary and management analysis.
- Monitor cost trends and identify emerging cost pressures.
- Track committed, incurred, accrued, and forecast costs.
- Maintain up-to-date cost forecasts based on actual expenditure, commitments, operational plans, and known changes.
- Support annual budgeting and periodic forecasting processes.
- Assist departments and project teams in preparing cost estimates and budget submissions.
- Review departmental and project budgets for completeness, accuracy, and consistency.
- Support budget revisions, cost reallocations, and approved financial adjustments.
- Monitor spending against cost-center, project, contract, and departmental budgets.
- Identify potential budget overruns and escalate risks promptly.
- Monitor underutilized budgets and identify opportunities for efficient resource allocation.
- Analyze procurement expenditure and supplier costs.
- Work with Procurement to monitor purchase prices, supplier contracts, commitments, and cost-saving opportunities.
- Review purchase orders and supplier invoices for consistency with approved pricing and contractual terms.
- Identify duplicate, incorrect, or unusual cost transactions.
- Support supplier-cost analysis and price-variance investigations.
- Monitor labor and workforce-related costs in coordination with Human Resources and Operations.
- Analyze overtime, staffing, contractor, and other personnel-related expenditure where applicable.
- Monitor operational costs such as logistics, transportation, facilities, utilities, maintenance, and service expenses where relevant.
- Track project costs by work package, activity, phase, contract, or cost category where applicable.
- Monitor project cost performance and forecast final costs.
- Assist with earned-value or progress-based cost monitoring for applicable projects.
- Compare actual project expenditure with approved project budgets and forecasts.
- Identify cost overruns, schedule-related cost impacts, and potential claims or commercial risks.
- Support project managers with cost reports and financial analysis.
- Analyze cost drivers and identify opportunities for efficiency and savings.
- Conduct cost benchmarking and historical cost comparisons where appropriate.
- Support cost-reduction initiatives and quantify potential and realized financial benefits.
- Track cost-saving actions and monitor whether expected savings are achieved.
- Assist with business cases and financial evaluations for operational and investment decisions.
- Evaluate the financial impact of proposed changes, projects, contracts, and procurement decisions.
- Support month-end and year-end financial-close activities related to costs.
- Review accruals, provisions, prepayments, and cost allocations for accuracy.
- Coordinate with Accounting to ensure cost information is properly reflected in the general ledger.
- Support Finance teams with cost-related reconciliations and reporting schedules.
- Maintain accurate cost databases, cost-center structures, reporting templates, and supporting documentation.
- Prepare cost dashboards and management reports covering expenditure, commitments, forecasts, variances, and savings.
- Ensure cost reports are accurate, timely, traceable, and appropriately documented.
- Support internal and external audits by providing cost records, reconciliations, invoices, approvals, and supporting documentation.
- Ensure cost-control activities comply with internal financial policies, approval requirements, and applicable regulations.
- Monitor compliance with delegated authorities, purchasing controls, and expenditure policies.
- Identify control weaknesses and recommend corrective actions.
- Support cost-control system improvements, reporting automation, and financial-process enhancements.

The successful candidate should have strong experience in cost control, cost accounting, financial analysis, budgeting, management accounting, project finance, or finance operations, preferably within a commercial, project-based, construction, engineering, manufacturing, logistics, technology, or service-oriented environment.
