POSITION SUMMARY

The Data Analyst supports the Data and Evaluation Lead on a national federal technical assistance program focused on integrating digital health tools, wearable technologies, and AI-enabled workflows into chronic disease prevention and management (hypertension, diabetes, and obesity). This role supports the collection, analysis, and reporting of program and outcome data; the implementation of evaluation activities; and the development of actionable insights that drive program improvement and support informed decision-making throughout the contract lifecycle.

DUTIES

  • Support administration and analysis of the Integrated Technology Readiness and Needs Assessment, including response tracking, data validation, scoring, and readiness profiling.
  • Support the administration of evaluation instruments and data collection activities, including surveys, assessments, reporting templates, and health center data submissions.
  • Collect, clean, manage, and maintain data from assessments, surveys, LMS participation records, webinar attendance logs, Communities of Practice activities, academic detailing sessions, and cohort engagement activities.
  • Manage data submission and follow-up processes with participating health centers, including monitoring reporting compliance, resolving data discrepancies, and documenting data quality issues.
  • Conduct quantitative analyses of health center participation, engagement, retention, cohort progression, learning outcomes, and implementation activities.
  • Support analysis of aggregated clinical outcome measures, including blood pressure control, HbA1c, BMI, patient engagement, and wearable device utilization metrics.
  • Perform data quality reviews, outlier analysis, validation checks, and follow-up tracking to ensure completeness, consistency, and integrity of submitted data.
  • Develop dashboards, data visualizations, tables, charts, and reporting materials to support quarterly, annual, and ad hoc evaluation and reporting requirements.
  • Monitor and analyze participant satisfaction, learning outcomes, and implementation progress to identify trends, emerging needs, and opportunities for continuous improvement.
  • Assist with qualitative data analysis from interviews, focus groups, open-ended survey responses, and implementation feedback using recognized qualitative analysis methods.
  • Collaborate with technical assistance, recruitment, instructional design, communications, and project management staff to monitor key performance indicators and support program improvement efforts.
  • Ensure compliance with HIPAA, data security, Section 508, plain language, and federal reporting requirements.

EDUCATION

  • Bachelor’s degree in public health, epidemiology, biostatistics, statistics, health informatics, or a related field.
  • Master’s degree in public health, epidemiology, or a related field preferred.

REQUIRED QUALIFICATIONS

  • Minimum two (2) years of experience analyzing data for public health, healthcare, or federal health programs.
  • Proficiency in statistical software such as SAS, Stata, R, SPSS, and/or Python.
  • Working knowledge of SQL and advanced Microsoft Excel skills.
  • Experience with data visualization tools such as Tableau or Power BI.
  • Experience designing and analyzing surveys using tools such as Qualtrics, REDCap, or SurveyMonkey.
  • Experience with qualitative analysis of interviews, focus groups, or open-ended responses (e.g., NVivo, Dedoose).
  • Knowledge of data cleaning, validation, and quality assurance techniques.
  • Understanding of HIPAA and secure handling of protected health information.
  • Strong technical writing skills and the ability to explain findings to non-technical audiences.
  • Excellent attention to detail and ability to meet deadlines in a fully remote team environment.
  • Strong written and verbal communication skills.

PREFERRED QUALIFICATIONS

  • Familiarity with HRSA’s Uniform Data System (UDS) and federal health program reporting requirements.
  • Experience working with clinical outcome data (blood pressure, HbA1c, BMI) in primary care or safety net settings.
  • Experience supporting community health centers (FQHCs) or federally funded technical assistance programs.
  • Familiarity with EHR data, patient-generated health data, or wearable device data.
  • Experience creating Section 508-compliant reports and data visualizations.
