Overview
We are seeking a GIS Project Officer / Project Analyst to support major utility infrastructure and environmental licensing projects. This role focuses on map production, geospatial data management, spatial analysis, and project coordination within a collaborative, multidisciplinary team.
Work model: Hybrid, four days onsite and one day remote
Contract: Two years with potential extension
Responsibilities
- Create and update professional maps, figures, and web maps for environmental assessments, regulatory submissions, environmental protection plans, and stakeholder engagement.
- Develop, maintain, and quality-check geospatial datasets, databases, and related project records.
- Collaborate with GIS specialists, environmental professionals, engineers, and project teams to deliver accurate mapping products.
- Support spatial analysis, routing, site selection, and environmental screening activities.
- Track project milestones, deliverables, and status, and assist with project scopes, schedules, work packages, and cost estimates.
- Review and edit environmental reports and engagement materials for accuracy.
- Manage competing priorities and contribute to improvements in GIS workflows and project processes.
Required Qualifications
- A two-year diploma in GIS, Geomatics, Geography, Engineering Technology, Construction Management, or a related discipline with at least four years of directly related GIS experience; or a related certificate with at least five years of directly related GIS experience.
- Hands-on proficiency with ArcGIS Pro, ArcGIS Online, and enterprise GIS environments.
- Strong cartography and map production skills.
- Experience creating, editing, managing, and quality-checking spatial data and maintaining GIS databases.
- Experience supporting projects with defined schedules, priorities, and deliverables.
- Strong Microsoft Office skills, attention to detail, and organizational abilities.
- Effective written and verbal communication skills and the ability to work independently and collaboratively.
- Ability to work onsite in Winnipeg four days per week.
- Valid Manitoba driver’s licence and ability to obtain required security clearance and complete background checks.
Preferred Qualifications
- Experience supporting utilities, engineering, infrastructure, construction, or environmental consulting projects.
- Familiarity with electrical transmission systems and utility infrastructure.
- Experience supporting environmental assessments, environmental licensing, or regulatory submissions.
- Exposure to GIS automation, workflow improvements, and geospatial analysis supporting project decisions.
- Experience preparing mapping products for public or Indigenous engagement activities.
