Lactalis USA, part of the Lactalis family of companies, is currently hiring a Manager, HRIS & US HR Operations. This position is based in Buffalo, NY.
The Manager, HRIS & U.S. HR Operations is responsible for overseeing HR technology operations, HR site support, workforce compliance, travel administration, policy documentation, U.S. reporting, and other HR operational activities across Lactalis USA. Serving as the primary operational leader for HR systems and support, this role ensures consistent, high-quality service delivery to local HR teams across the organization.
The Manager leads workforce compliance governance, including HR compliance reporting across all U.S. entities, and partners closely with the HR Technology & Transformation team to support change management, system implementations, and technology rollouts. This role plays a key part in optimizing HR processes, strengthening operational consistency, and enabling effective use of HR technology across the business.

Key responsibilities for this position include:
HRIS & US HR Operations Leadership
- Lead the HRIS & US HR Operations function to ensure efficient, compliant, and consistent delivery of HR technology support, workforce administration services, and operational guidance across all Lactalis USA locations. Provide leadership, coaching, workload prioritization, and performance support for the HRIS & US HR Operations Analyst, and US HR Operations Intern, while serving as the primary escalation point for site HR teams on complex HRIS, workforce administration, compliance, and operational support matters.
Service Delivery, Process Improvement & Documentation
- Manage the HRIS support model, including service delivery standards, inquiry management, support metrics, training resources, standard operating procedures, and continuous improvement initiatives. Partner with HR business leaders and site HR teams to identify operational challenges, improve user support, standardize processes, and streamline or automate HR operational work to reduce administrative burden and improve compliance and service quality.
Workforce Compliance, Reporting & Data Governance
- Direct workforce compliance activities and oversee the preparation, validation, and submission of required federal, state, local, and company reporting, including EEO-1, VETS-4212, AAP, California pay data reporting, immigration-related reporting, and other regulatory requirements. Maintain data integrity, confidentiality, controls, documentation standards, and compliance monitoring processes across HR systems, reports, and operational workflows.
US Reporting & Workforce Analytics
- Manage workforce reporting, analytics, and data practices to support accurate insights, consistent reporting, and informed HR decision-making.
Systems, Transformation & Cross-Functional Partnership
- Partner with HR, Payroll, Benefits, Talent Acquisition, IT, Finance, and external vendors to support the effective integration of HR technologies and HR operational processes. Work closely with the Sr. Manager, HR Technology & Transformation to support system implementations, enhancements, mergers and acquisitions, change initiatives, testing, readiness planning, training, system adoption, operational dashboards, KPI reporting, and continuous improvement efforts. Provide HRIS and HR Operations onboarding and training for new HR team members across the business. Provide ongoing training, adoption, and efficiency initiatives to strengthen system understanding, improve process consistency, and enhance overall service delivery.
Policy, Travel & Administrative Programs
- Draft policy updates in partnership with the necessary HR functions, ensuring documentation is clear, consistent, and aligned with operational needs and system setup. Manage travel and expense administration in conjunction with Finance and Procurement, programs, supporting policy administration, vendor relationships, employee support, issue resolution, and process improvements.
SUPERVISORY RESPONSIBILITIES
- The incumbent is responsible for the overall direction, coordination, and evaluation of the Core Services Intern and HRIS & US HR Operations Analyst in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

- Travel may be required occasionally.

Requirements
From your STORY to ours
Qualified applicants will contribute the following:
- Bachelor’s degree in Human Resources, Business Administration, Information Systems, or related fields.
- 7+ years of HRIS, HR operations or related experience is required.
- Previous supervisory or management experience preferred.
- HRIS administration and HR technology support.
- Proficiency in administering Paylocity, UKG, SAP or similar HRIS.
- Strong knowledge of federal and state workforce compliance requirements.
- EEO-1, VETS-4212, AAP, CA pay data, and regulatory reporting.
- SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
- Develop and deliver clear, engaging presentations, training materials, and stakeholder communications to support change management, onboarding, system rollouts, process updates, and other HR technology or operational initiatives.
- Provide direction, coaching, and support to team members while fostering accountability, engagement, and professional growth. Builds team capability to deliver high-quality operational support and business results.
- Ensure responsive, high-quality support for HR teams. Drives service excellence through effective issue resolution, process improvement, and stakeholder partnership.
- Maintain compliance with workforce regulations, reporting requirements, and internal controls. Identifies risks and implements processes that promote data integrity.
- Lead efficient and standardized HR operations through process optimization, performance measurement, and continuous improvement. Balances daily operational needs with long-term business objectives.
- Leverage HR technology, reporting, and workforce data to support business decisions and operational effectiveness. Ensures system integrity, security, and accurate workforce reporting.
