What You’ll Do Lead right of way delivery across the public sector portfolio — with scope that grows from a defined program slate to full portfolio and practice ownership Ensure Uniform Act compliance and audit readiness across acquisition and relocation work Direct and develop the leaders beneath you: Program, Client, and Project Managers — and at the senior level, directors themselves Own operational performance: revenue, margin, utilization, staffing, quality, and client health Steward executive-level relationships with DOTs and public agencies Shape practice strategy with public sector leadership — markets, capabilities, pursuits, and key hires We’re Looking for Someone Who Leads with clarity and builds leaders, not just teams Owns outcomes — financial, operational, and client — without excuses Communicates with credibility from the field to the boardroom Balances growth ambition with delivery discipline Develops people and builds strong, accountable organizations Models ORC’s people-first culture under pressure Minimum Requirements Minimum of (6) years of experience in the Right of Way industry Must include working with OR within a state's Department of Transportation Must include two (2) years of managing projects Experience utilizing the Uniform Relocation Act Experience overseeing projects totaling a minimum of $5 million Experience effectively managing direct reports Prior experience managing budgets and preparing reports on project financials Must be proficient with MS Office Suite, specifically Excel, Word, Outlook, and Dropbox Must have an iOS or Android smartphone to be able to access ORC's systems Valid Driver’s License Nice to Have Qualifications Project Management Professional (PMP) certification, prior sales, business/proposal development experience, and/or experience working with OR within the Texas Department of Transportation Where You Fit This posting covers the Director level. Driving is an essential function of the role and may involve extended periods and long-distance travel. Fieldwork may require walking over uneven terrain, standing, or navigating outdoor environments, with routine exposure to varying weather conditions such as heat, cold, rain, and snow. The role also involves frequent interaction with a diverse range of individuals, including landowners, government officials, and members of the public, requiring the ability to communicate effectively and maintain professionalism across differing personalities and potentially challenging situations. Flexibility in scheduling is necessary to accommodate travel, site access, and stakeholder availability, along with adherence to safety protocols in both office and field settings.
