Prometheus Federal Services (PFS), a trusted partner to federal health agencies, is seeking a Senior Change Management Consultant with 14+ years of experience delivering program management, organizational change management, and strategic communications support for complex federal initiatives. This role leads multidisciplinary teams and provides program and project oversight, governance, stakeholder engagement, and delivery management for enterprise-level transformation efforts across federal healthcare environments, including leading change, communications, and training initiatives that strengthen decision-making and improve adoption.

Essential Duties and Responsibilities
- Leads program management, transformation, communications, and change management efforts supporting multiple VHA and federal healthcare initiatives.
- Serves as Program Manager for federal healthcare task orders, managing scoping letters, staffing, budget tracking, monthly deliverables, and delivery oversight across concurrent workstreams.
- Develops and manages integrated project schedules, risk logs, issue trackers, dependency trackers, and project management plans supporting enterprise implementation efforts.
- Provides executive support through meeting facilitation, leadership briefings, dashboard development, decision tracking, and status reporting.
- Directs project management support across multiple implementation workstreams, tracking milestones, risks, interdependencies, and deliverables.
- Leads change management and communications activities supporting large-scale federal healthcare data modernization and implementation initiatives.
- Leads training and adoption programs reaching large federal healthcare workforces, including establishing superuser networks to sustain adoption.
- Directs delivery of multi-million-dollar federal health technology contracts, overseeing planning, execution, risk management, and recurring client deliverables.
- Performs other duties as assigned.
Minimum Qualifications
- Masters degree in Public Health Administration or similar degree.
- 14+ years of experience in program management, organizational change management, and strategic communications, including direct support to federal healthcare initiatives.
- Project Management Professional (PMP) certification.
- Demonstrated experience leading organizational change management strategies, including stakeholder engagement plans and communications approaches supporting governance boards and senior leadership decision-making.
- Demonstrated experience developing governance artifacts, including charters, directives, and operational guidebooks.
- Experience developing training and adoption strategies, including transition plans, superuser programs, and workforce impact assessments.
- Strong written and verbal communication skills, including experience delivering leadership-ready briefings and executive reporting products.
- Authorized to work in the U.S. indefinitely without sponsorship
- Ability to obtain a public trust clearance.

- PMP
- Prosci Certified Change Practitioner optional.
