About the Role

We are seeking an experienced, detail-oriented, and commercially minded Senior Quantity Surveyor to oversee cost management, quantity surveying activities, contract administration, and financial control throughout construction and infrastructure projects within the United Arab Emirates.

This role is suitable for professionals with strong technical knowledge, analytical capabilities, commercial awareness, and experience in construction cost planning, tender preparation, procurement, contract management, project budgeting, valuation, and financial reporting.

The successful candidate will be responsible for managing project costs from initial estimates and tender stages through construction, final account settlement, and project completion. The role involves preparing cost estimates, reviewing bills of quantities (BOQs), evaluating contractor and subcontractor quotations, monitoring expenditure, assessing variations, and ensuring that projects remain within approved budgets while meeting contractual and quality requirements.

Working closely with project managers, architects, engineers, contractors, subcontractors, procurement teams, consultants, and clients, the Senior Quantity Surveyor will provide commercial guidance, manage contractual risks, identify cost-saving opportunities, and support effective financial decision-making throughout the project lifecycle.

This opportunity offers a professional working environment where experienced candidates can strengthen their commercial management expertise, contribute to major construction projects, enhance contract administration capabilities, and support the successful delivery of building, infrastructure, residential, commercial, and industrial developments.

Key Responsibilities
  • Manage all quantity surveying and commercial activities throughout the project lifecycle, from feasibility and tendering to construction and final account settlement.
  • Prepare detailed cost estimates, cost plans, budgets, and financial forecasts for construction and infrastructure projects.
  • Review architectural, structural, civil, mechanical, electrical, and plumbing (MEP) drawings to assess quantities, specifications, and project requirements.
  • Prepare, review, and verify bills of quantities (BOQs), schedules of rates, material take-offs, and other project cost documentation.
  • Evaluate tender documents, technical specifications, contract conditions, and commercial requirements before submission.
  • Prepare tender pricing, cost breakdowns, and commercial proposals in accordance with project specifications and client requirements.
  • Manage tender invitations, bid evaluations, quotation comparisons, and commercial negotiations with contractors and suppliers.
  • Review subcontractor and supplier quotations to ensure competitive pricing, technical compliance, and commercial suitability.
  • Conduct detailed quantity take-offs and measurement exercises using construction drawings, specifications, and approved measurement methods.
  • Monitor project expenditure against approved budgets, contractual commitments, and cost forecasts.
  • Prepare regular cost reports, cash flow forecasts, budget updates, and financial performance summaries for project management.
  • Identify potential cost overruns, financial risks, and budget deviations, recommending corrective actions where necessary.
  • Assess interim payment applications submitted by contractors and subcontractors and verify the value of completed work.
  • Prepare and evaluate interim valuations, progress payment certificates, and supporting commercial documentation.
  • Review contractor claims, extension-of-time-related cost submissions, loss and expense claims, and other contractual entitlements.
  • Assess variations, change orders, and additional works, ensuring that costs are properly measured, justified, negotiated, and documented.
  • Maintain accurate records of variations, contractual instructions, claims, payment applications, and commercial correspondence.
  • Administer construction contracts in accordance with applicable contract terms, project requirements, and relevant UAE regulations.
  • Support contract negotiations and provide commercial advice on contractual obligations, risks, and financial implications.
  • Assist with the preparation, review, and negotiation of subcontract agreements, purchase orders, and commercial terms.
  • Monitor material costs, labor rates, equipment expenses, subcontractor commitments, and other project-related expenditures.
  • Coordinate with procurement teams to evaluate purchasing strategies, compare supplier prices, and improve cost efficiency.
  • Review material specifications, delivery schedules, and procurement documentation to ensure consistency with project budgets.
  • Evaluate alternative materials, construction methods, and value engineering proposals to identify potential savings without compromising quality or performance.
  • Support cost optimization initiatives while maintaining compliance with technical specifications, design requirements, and contractual obligations.
  • Conduct site visits and coordinate with construction teams to verify completed quantities, assess progress, and validate payment claims.
  • Collaborate with project managers, site engineers, planning engineers, design consultants, and contractors to resolve commercial and measurement issues.
  • Review project schedules and construction progress to assess cost implications, cash flow requirements, and potential financial exposure.
  • Maintain comprehensive cost databases, historical pricing information, rate analyses, and benchmarking records.
  • Prepare financial evaluations for proposed design changes, scope adjustments, and construction methodology revisions.
  • Monitor contract milestones, payment terms, retention amounts, advance payments, and other commercial obligations.
  • Assist in resolving contractual disputes through commercial negotiations, supporting documentation, and contractual analysis.
  • Prepare and review final accounts for contractors and subcontractors, ensuring that all approved variations, payments, deductions, and outstanding claims are reconciled.
  • Coordinate final account negotiations and support timely commercial closeout of completed projects.
  • Ensure that quantity surveying records, cost reports, contractual documents, and payment certifications are properly maintained and organized.
  • Assist with internal and external audits by providing accurate cost records, supporting documents, and financial explanations.
  • Ensure compliance with company policies, contractual procedures, project governance requirements, and applicable UAE construction regulations.
