The Role
We are seeking an experienced Traffic Management Manager to lead traffic operations, network management, congestion mitigation, traffic control, intelligent transport systems, incident management, road-work coordination, traffic analysis, mobility planning, and continuous improvement.
The successful candidate will provide strategic and operational leadership to ensure road networks operate safely and efficiently while minimizing congestion, disruptions, travel times, and environmental impacts.
Key ResponsibilitiesTraffic Management Strategy
- Develop and implement traffic-management strategies aligned with transport and mobility objectives.
- Establish traffic-management policies, standards, procedures, and operational frameworks.
- Develop short-, medium-, and long-term traffic improvement plans.
- Identify opportunities to improve network capacity, safety, reliability, and journey times.
- Support integrated transport and sustainable-mobility objectives.
Traffic Operations
- Oversee day-to-day traffic operations across assigned road networks.
- Monitor traffic conditions, congestion, incidents, road closures, and network disruptions.
- Coordinate traffic-control responses.
- Maintain effective network operations during normal and abnormal conditions.
- Escalate major traffic issues appropriately.
Traffic Control Centre
- Manage or coordinate Traffic Management Centre activities where applicable.
- Monitor traffic through cameras, sensors, detectors, and intelligent transport systems.
- Coordinate real-time traffic responses.
- Maintain communication with field teams and emergency services.
- Ensure accurate operational information is available to decision-makers.
Real-Time Traffic Management
- Monitor traffic conditions continuously.
- Identify congestion, incidents, bottlenecks, and unusual traffic patterns.
- Implement appropriate traffic-management measures.
- Coordinate lane closures, diversions, signal changes, and other interventions.
- Evaluate the effectiveness of real-time responses.

Ideal Candidate
The successful candidate should have experience in Traffic Management, Traffic Engineering, Transportation Engineering, Intelligent Transport Systems, Road Network Operations, Transport Planning, or related disciplines.
The candidate should demonstrate:
- Proven experience managing traffic operations or traffic-management programs.
- Strong understanding of road-network operations, traffic engineering, and congestion management.
- Experience managing traffic-control centres or real-time traffic operations is highly advantageous.
- Strong knowledge of traffic signals, intersections, corridors, road capacity, traffic control, and incident management.
- Experience with Intelligent Transport Systems and traffic-management technologies.
- Experience analyzing traffic data and developing performance dashboards.
- Strong understanding of traffic modelling, simulation, demand forecasting, and traffic-impact assessment.
- Experience managing roadworks, construction traffic, diversions, temporary traffic arrangements, and special-event traffic plans.
- Strong knowledge of road safety and traffic-risk management.
- Experience coordinating with police, emergency services, transport authorities, contractors, developers, and infrastructure teams.
- Experience with public transport priority and multimodal mobility is advantageous.
- Experience with smart-city, connected-vehicle, or intelligent mobility initiatives is advantageous.
- Knowledge of UAE traffic, road, and transport regulations is highly advantageous.
- Experience managing traffic-management contractors, consultants, technology providers, and suppliers.
- Strong project, budget, procurement, contract, and stakeholder-management capabilities.
- Experience with traffic resilience, emergency preparedness, and business continuity is advantageous.
- Relevant degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Urban Planning, Transport Planning, or a related discipline is highly advantageous.
- Professional engineering registration or recognized traffic/transportation certification is advantageous.
- Strong written and verbal English communication skills; Arabic is advantageous for UAE/GCC environments.
- Excellent leadership, analytical, planning, problem-solving, decision-making, communication, and stakeholder-management skills.
- Ability to make rapid, evidence-based decisions during major traffic incidents and network disruptions.
- Ability to manage complex road networks, multiple stakeholders, contractors, technologies, and competing operational priorities.
- Ability to work independently in a fully remote and internationally distributed environment.
