The Role
The Manager, GBS Transformations CoE – Philippines is the senior local leader for GM’s Philippines based GBS Transformation organization. The role provides strategic and operational leadership across a highly matrixed portfolio that includes transformation program support, testing management, business services, reporting, and related vendor or contingent-worker capabilities.
This leader manages direct teams and provides indirect or dotted-line leadership for a broader Philippines population, currently representing approximately 50+ employees and contingent resources across multiple transformation pillars. This role directly reports to the Sr. Transformation Manager in the USA and partners with other leaders in the Philippines. The role establishes the local operating rhythm, aligns Manila delivery with global functional priorities, and ensures that people, processes, governance, and performance measures support reliable transformation outcomes.
The position partners closely with U.S. transformation leaders, global process owners, GBS site leadership, HR, Finance, vendors, and business stakeholders. The role is expected to balance day-to-day operational stewardship with longer-term capability building, including workforce planning, migration readiness, automation and AI adoption, continuous improvement, and succession planning.
What You'll Do
Test Management COE

- Provide leadership oversight for testing management, business services, reporting, and other transformation-support capabilities located in the Philippines.
- Operate and oversee planning, design, execution, and reporting of tests to ensure that software meets quality standards and is free from errors or defects.
- Strengthen delivery and value realization across internal teams, centralized testing teams, and external partners such as contingent worker.
- Support planning for testing capacity, project coverage, quality, deployment readiness, hypercare, and continuous improvement.
- Establish goals for the testing team and assess the team’s progress against the goals.
Workforce planning, hiring, and talent development
- Lead or support the end-to-end local hiring process, including coordination with HR, screening, interviews, selection, onboarding, and transition to functional training.
- Develop managers and individual contributors through coaching, career planning, performance management, succession planning, and cross-training.
- Maintain clear distinctions between HR orientation, GBST orientation, functional onboarding, and role-specific certification or training.
- Promote a culture of accountability, inclusion, continuous learning, and shared ownership across direct and indirect teams.
Financial, vendor, and resource management
- Partner with Finance and global functional leaders to plan and manage budgets, costs, resource allocations, and financial controls for Philippines operations.
- Monitor vendor and contingent-worker performance, deliverables, staffing, service quality, and compliance with agreed expectations.
- Ensure that resource and expense information is accurate, timely, and suitable for leadership review.
Change, innovation, and continuous improvement
- Champion adoption of automation, analytics, and AI-enabled ways of working that improve efficiency, quality, insight, and employee experience.
- Evaluate opportunities for AI-assisted testing, reporting, workflow automation, and operational decision support in partnership with global capability owners.
Communications, engagement, and site leadership
- Serve as a trusted connector between global transformation leaders and Philippines-based employees and partners.
- Deliver clear, timely, and inclusive communications on strategy, priorities, organizational changes, operating expectations, and business results.
- Lead engagement activities that strengthen connection, retention, collaboration, and culture across a geographically distributed organization.
- Represent GBS Transformations in Philippines site forums and collaborate with other site leaders on shared priorities, events, and local operations.
Your Skills & Abilities (Required Qualifications)
- Relevant bachelor’s degree in business, finance, accounting, information systems, engineering, operations, or a related discipline.
- Typically 10+ years of relevant progressive experience in shared services, global business services, transformation, operations, program management, consulting, finance, technology, or a related field.
- Testing management, software quality, deployment readiness, reporting, analytics, or business-services experience.
- Demonstrated experience leading and developing teams in a global, matrixed, or CoE environment.
- Experience delivering transformation or operational programs, migrations, or operating-model changes.

- Strong stakeholder leadership and communication across functions and geographies.
- Willingness to work with global teams and support business needs across U.S. and Philippines time zones.
- Demonstrated experience managing through influence across multiple functions, geographies, reporting lines, and external partners.
- Experience with testing, reporting, analytics, business services, or transformation delivery is strongly preferred.
- Affinity with technology and/or familiarity with analytics tools and techniques
- Highly motivated and willing to learn and take on new challenges.
- Excellent written and verbal communication skills
