Join the NVFS Family: NVFS is hiring a Vice President (VP) of Programs to provide strategic leadership, vision, and operational oversight for various NVFS service areas including Workforce Development, Housing and Homeless Services.

This role will oversee a diverse continuum of human services designed to help individuals and families achieve economic mobility, secure and maintain stable housing, and build pathways toward long-term stability and self-sufficiency across Northern Virginia. The VP is responsible for ensuring high-quality, evidence-based services while driving innovation in funding and sustainability and fostering an integrated approach that recognizes the interconnected nature of employment, income stability, housing security, and family wellbeing.

In this role, you will be responsible for:

Strategic Leadership & Program Excellence

  • Provide vision, leadership, and strategic direction for workforce development, housing, and homeless services portfolios, ensuring alignment with organizational priorities, community needs, and the agency’s mission.
  • Oversee a continuum of programs that advance employment, career development, economic mobility, housing access, homelessness prevention, and long-term housing stability.
  • Promote an integrated, person-centered approach that recognizes the interconnected barriers individuals and families may experience related to employment, income, housing, and overall wellbeing.
  • Ensure all programs maintain high-quality, culturally responsive, and outcomes-driven service delivery.
  • Use data and outcomes to drive continuous quality improvement and demonstrate program impact.
  • Lead expansion and innovation in service delivery models to meet evolving community needs.

Revenue Diversification & Financial Sustainability

  • Develop and implement strategies to diversify funding streams and strengthen long-term financial sustainability.
  • Identify and operationalize opportunities to leverage NVFS’s programmatic expertise through earned revenue, fee-for-service models, training, technical assistance, consulting, and other viable revenue-generating initiatives.
  • Explore expansion opportunities through public-private partnerships, local government investments, employer partnerships, philanthropic support, and other innovative funding arrangements.
  • Partner with Development, Finance, and other internal teams to align fundraising, grant development, philanthropy, and earned revenue strategies.
  • Cultivate relationships with foundations, corporate partners, and public-sector funders to support new and existing initiatives.
  • Develop business plans and financial models to assess feasibility and scalability of new revenue-generating efforts.

Grant Oversight & Compliance

  • Oversee federal, state, and local grants, ensuring compliance with applicable requirements and achievement of strong performance outcomes.
  • Maintain organizational readiness for funder monitoring, program reviews, audits, contract compliance assessments, and competitive funding or recompetition processes, as applicable.
  • Ensure effective grant planning, budgeting, reporting, contract management, and performance monitoring systems are in place across portfolio.
  • Collaborate with internal teams to develop competitive grant applications, renewals, continuations and funding proposals that align with strategic priorities.
  • Stay informed of policy and funding trends affecting workforce development, housing affordability, homelessness response, economic mobility, and other relevant programs.
  • Promote a culture of proactive risk management, sound documentation, and accountability for programmatic and financial performance.

External Engagement

  • Represent NVFS in regional and state coalitions, advisory groups, and strategic partnerships related to portfolio.
  • Build collaborative relationships with local jurisdictions, philanthropic organizations, employers, housing providers, and community partners.
  • Serve as a thought leader and advocate for effective, person-centered approaches to workforce development, housing stability, and homelessness response.
  • Position NVFS as a leader in comprehensive, whole-family services and innovation in Northern Virginia.

Operations & Team Leadership

  • Lead, mentor, and develop a high-performing team.
  • Promote effective collaboration across NVFS teams, leveraging organizational expertise and resources to address complex participant and community needs.
  • Oversee program budgets, ensuring fiscal responsibility and alignment with strategic priorities.
  • Foster a culture of accountability, innovation, and continuous learning.

Your Background: We understand that you may obtain skills through a variety of professional, personal, educational, and volunteer experiences.

  • Master’s degree in Social Work, Public Administration, Human Services or related field
  • At least 10 years of progressive leadership experience in human services, workforce development or related field, including supervisory experience
  • Demonstrated success leading complex, multi-program portfolios and translating organizational strategy into measurable programmatic and operational results
  • Experience overseeing publicly funded programs and managing federal, state, local, and/or philanthropic grants and contracts, including compliance, reporting, monitoring, and performance management
  • Demonstrated success in developing or implementing strategies to diversify funding streams, strengthen financial sustainability, and identify new funding or revenue opportunities
  • Experience developing or scaling earned revenue or fee-for-service program models
  • Strong financial acumen, including budget oversight and program financial management
  • Knowledge of workforce development systems, employment services, career pathways, economic mobility, housing stability, and homelessness response systems
  • Exceptional leadership, communication, and relationship-building skills
  • Track record of innovation in program design, funding, or social enterprise
  • Oral and written fluency in English; additional language skills always welcome
  • Digital and technical proficiency, including working knowledge of Microsoft Office Suite
  • Must be able to demonstrate and live the organizational values of Communication, Integrity, Respect, Collaboration, and Accountability

Additional Requirements:

  • Successful completion of background checks required upon hire
  • Must have reliable transportation to visit designated community locations
  • May be called upon to work beyond normal working hours
