About PandaPay
PandaPay is developing its international payments capabilities across markets with different payment partners and regulatory environments. We focus on responsible, well-controlled cross-border payment operations and sustainable market growth.
About the Role
We are seeking an experienced payments compliance professional with hands-on exposure to payment services regulation and licensing processes in Luxembourg and/or the EU. The successful candidate will support regulatory readiness, contribute to licensing work, and be capable of engaging professionally with regulators and external stakeholders, including preparing for and participating in regulatory meetings where appropriate. This role requires practical payments-industry experience, rather than a background limited to traditional banking compliance.
Key Responsibilities
- Support the preparation, coordination, and follow-up of Payment Institution (PI) or Electronic Money Institution (EMI) licensing applications in Luxembourg and/or other relevant EU jurisdictions.
- Prepare and coordinate licensing documents, regulatory submissions, policies, procedures, governance materials, and supporting evidence.
- Support communication with the CSSF and other relevant regulatory authorities, including preparing responses, coordinating information requests, and participating in regulatory meetings as appropriate.
- Interpret applicable Luxembourg and EU requirements relating to payment services, AML/CFT, safeguarding, outsourcing, governance, and cross-border payments, and translate them into practical controls.
- Develop, review, and maintain AML/CFT frameworks, risk assessments, compliance policies, monitoring arrangements, and internal controls.
- Oversee or support risk-based KYC/KYB, CDD/EDD, sanctions screening, transaction monitoring, and escalation processes.
- Conduct compliance due diligence and ongoing reviews of PSPs, banking partners, agents, and other payment-related third parties.
- Work with business development, payment operations, product, legal, and risk teams to assess compliance implications of payment products, flows, and market expansion.
- Coordinate regulatory inspections, audits, remediation plans, and management reporting.
Requirements
- At least 5 years of relevant compliance experience in payments, fintech, EMI, PI, PSP, or another regulated payment-services environment.
- Demonstrable hands-on experience supporting PI or EMI licensing applications, preferably in Luxembourg or another EU jurisdiction.
- Experience communicating with financial regulators and the ability to prepare for or handle regulatory meetings and follow-up requests.
- Strong working knowledge of Luxembourg and EU payment-services regulation and AML/CFT requirements.
- Practical understanding of payment flows, merchant/customer KYB/KYC, transaction monitoring, sanctions, safeguarding, outsourcing, and payment-partner due diligence.
- Strong written and spoken English, regulatory drafting, stakeholder-management, and analytical skills.
- Legally eligible to provide remote professional services from the relevant jurisdiction.
Preferred Qualifications
- Experience with CSSF licensing processes and direct interaction with the CSSF or another EU financial regulator.
- Experience in a licensed EMI, Payment Institution, PSP, or cross-border payments business.
- Familiarity with CSSF circulars, EBA guidelines, and EU payment-services frameworks.
- CAMS, ICA, or other relevant compliance qualifications.
Engagement Details
Part-time, remote service-provider engagement based in Luxembourg or another eligible jurisdiction.
Working hours, monthly allocation, deliverables, and compensation will be discussed based on experience and agreed scope.
