Job Title: Senior Intensive Care Capacity Planning Specialist

Location: United Arab Emirates (Remote)

Employment Type: Full-Time

Work Arrangement: 100% Remote — Work From Home

Level: Senior

About the Role

The Senior Intensive Care Capacity Planning Specialist supports the analysis, forecasting, and optimisation of intensive care unit (ICU) capacity across healthcare facilities. The role focuses on evaluating bed utilisation, occupancy trends, staffing capacity indicators, patient flow data, equipment availability records, and demand forecasts to help healthcare organisations plan critical care resources effectively.

Working remotely with ICU leadership, hospital operations teams, clinical governance departments, workforce planners, and healthcare data analysts, the specialist develops capacity models, identifies operational constraints, and provides evidence-based recommendations for improving resource allocation and service resilience. This is a planning and analytical position rather than a clinical or operational bedside role. Patient admission, discharge, triage, staffing deployment, and clinical prioritisation decisions remain the responsibility of authorised local clinical and operational leaders.

Key Responsibilities
  • Analyse historical and current ICU capacity data, including available beds, occupied beds, admissions, discharges, transfers, and patient throughput.
  • Develop and maintain ICU capacity planning models to support short-term operational planning and longer-term service development.
  • Monitor occupancy rates, bed utilisation, average length of stay, admission patterns, and other critical care performance indicators.
  • Forecast intensive care demand using historical trends, seasonal patterns, service activity, and approved operational assumptions.
  • Evaluate capacity requirements across different ICU categories, including general, medical, surgical, cardiac, and other specialised critical care services where applicable.
  • Review staffing capacity indicators, including documented nursing coverage, specialist availability, shift patterns, and workforce constraints.
  • Analyse the relationship between available staffing resources and operational bed capacity using approved staffing and workforce data.
  • Assess documented availability and utilisation of critical care equipment, including ventilators, monitoring systems, infusion devices, and other essential resources.
  • Identify potential capacity bottlenecks affecting patient flow, admission coordination, transfers, and discharge planning.
  • Develop scenario models for changes in patient demand, staffing availability, bed closures, and planned service expansion.
  • Prepare capacity forecasts and operational planning reports for hospital management and critical care leadership.
  • Evaluate the impact of occupancy fluctuations and demand surges on documented ICU resource requirements.
  • Support the development of escalation frameworks and capacity monitoring dashboards for use by authorised hospital operations teams.
  • Analyse historical surge activity and contribute to contingency planning for seasonal demand, major incidents, and public health emergencies.
  • Review data relating to delayed transfers, discharge constraints, step-down capacity, and critical care length of stay.
  • Identify opportunities to improve bed utilisation, resource allocation, and coordination between intensive care and other hospital departments.
  • Collaborate remotely with ICU managers, bed management teams, workforce planners, finance departments, and healthcare data specialists.
  • Review data quality and reporting consistency across ICU capacity management systems and operational dashboards.
  • Develop standardised definitions, reporting templates, and performance indicators for critical care capacity monitoring.
  • Support business cases and service planning proposals involving ICU expansion, equipment requirements, staffing models, and infrastructure investment.
  • Conduct scenario analysis to assess the operational implications of proposed changes to critical care capacity.
  • Prepare executive summaries, presentations, and recommendations for capacity planning committees and senior management.
  • Monitor relevant developments in critical care service planning, healthcare operations research, and capacity management methodologies.
  • Maintain clear documentation of planning assumptions, forecasting methodologies, model limitations, and analytical findings.
Qualifications and Experience
  • Bachelor's degree in Healthcare Management, Health Services Administration, Nursing, Health Informatics, Industrial Engineering, Healthcare Analytics, or a related discipline.
  • Master's degree in Healthcare Administration, Health Systems Management, Health Economics, Operations Research, Public Health, or a related field is preferred.
  • Significant experience in ICU operations analysis, hospital capacity planning, healthcare resource management, or clinical service performance analytics.
  • Strong understanding of intensive care workflows, critical care service requirements, and hospital patient flow processes.
  • Knowledge of ICU capacity indicators, including occupancy, bed availability, admissions, discharges, transfers, and length of stay.
  • Experience developing demand forecasts, capacity models, resource utilisation analyses, or operational planning scenarios.
  • Familiarity with critical care staffing structures, workforce planning principles, and documented staffing capacity requirements.
  • Understanding of the role of critical care equipment and infrastructure in determining operational service capacity.
  • Experience analysing hospital information system data, bed management records, electronic patient records, or clinical operational datasets.
  • Proficiency in Microsoft Excel and business intelligence or data visualisation tools such as Power BI or Tableau.
  • Knowledge of statistical analysis, forecasting techniques, and quantitative modelling methods.
  • Ability to interpret complex operational datasets and translate findings into practical capacity planning recommendations.
  • Familiarity with healthcare performance management, clinical governance, and hospital quality improvement frameworks.
  • Understanding of emergency preparedness, surge capacity planning, and critical care contingency arrangements.
  • Strong report-writing, presentation, and stakeholder communication skills.
  • Excellent analytical, organisational, and problem-solving abilities, with attention to data accuracy.
  • Ability to collaborate with clinical and non-clinical stakeholders while maintaining appropriate professional boundaries.
  • Ability to manage multiple planning projects and work independently in a fully remote environment.
What We Offer
  • A 100% remote working arrangement based in the United Arab Emirates.
  • Opportunities to contribute to critical care service planning and healthcare resource optimisation.
  • Collaboration with ICU leadership, hospital operations, workforce planning, and healthcare analytics teams.
  • Opportunities for professional development in healthcare capacity modelling and operational strategy.
  • A strategic role focused on data analysis, forecasting, and continuous improvement in critical care services.
