This role will collaborate closely with Human Resources, Global Mobility, Payroll, Finance, Tax, Legal, Immigration, project teams, and external service providers to deliver a consistent, compliant, and cost-effective international assignment experience.

Key Responsibilities
  • Manage the end-to-end administration of international employee assignments, including short-term assignments, long-term expatriate assignments, permanent transfers, rotational assignments, and cross-border project deployments.
  • Coordinate international workforce mobility requirements for construction projects, regional offices, corporate functions, and other business operations.
  • Develop assignment plans aligned with business objectives, project schedules, workforce requirements, and employee availability.
  • Review international assignment requests to confirm business justification, proposed duration, destination, employee eligibility, and approval requirements.
  • Coordinate assignment approvals with HR leadership, department heads, project directors, Finance, Legal, and other relevant stakeholders.
  • Advise managers on international assignment policies, eligibility criteria, approval workflows, and applicable employment requirements.
  • Prepare assignment documentation, assignment letters, employment addenda, mobility agreements, and related employee communications.
  • Ensure assignment terms clearly define duration, work location, reporting arrangements, compensation, benefits, allowances, and repatriation provisions.
  • Coordinate assignment extensions, early terminations, destination changes, role changes, and transitions to local employment.
  • Maintain accurate records of international assignees, assignment terms, assignment dates, dependents, destination countries, and relevant approvals.
  • Develop and maintain assignment checklists, process guides, standard operating procedures, and mobility administration templates.
  • Coordinate with immigration specialists and external providers to assess work authorization and visa requirements before employees travel or commence work.
  • Track visa applications, work permits, residence permits, entry approvals, renewals, and other required immigration documentation.
  • Ensure international assignments do not commence until applicable immigration and work authorization requirements have been appropriately addressed.
  • Monitor permit expiry dates and initiate renewal activities within required timelines.
  • Coordinate employee and eligible dependent documentation for immigration applications, relocation, and destination-country registration requirements.
  • Liaise with destination-country authorities, immigration advisers, embassies, consulates, and authorized service providers where appropriate.
  • Escalate immigration delays, documentation gaps, eligibility concerns, and regulatory changes that may affect assignment commencement or continuation.
  • Coordinate pre-assignment assessments covering destination requirements, living arrangements, family needs, healthcare access, security considerations, and practical relocation matters.
  • Organize pre-departure briefings covering assignment expectations, destination conditions, workplace practices, local requirements, and available support services.
  • Coordinate relocation services, including travel arrangements, temporary accommodation, housing support, shipment of household goods, and settling-in assistance.
  • Support employees and eligible family members throughout relocation, arrival, local registration, and initial settlement activities.
  • Coordinate with relocation providers to ensure agreed services are delivered within approved budgets and timelines.

  • Coordinate assignment-related salary adjustments, mobility premiums, relocation payments, and other approved compensation arrangements.
  • Review assignment compensation proposals for consistency with internal policies, budget approvals, market practices, and destination requirements.
  • Support cost-of-living comparisons and assignment package assessments using approved data sources and organizational methodologies.
  • Coordinate home-country and host-country payroll arrangements with relevant payroll teams and external providers.
  • Assist with reviewing payroll treatment for international assignees, including split payroll arrangements and assignment-related payments.
  • Coordinate payroll instructions, effective dates, compensation changes, allowances, and assignment-related deductions.
  • Liaise with Payroll and Finance to reconcile assignment payments, relocation expenses, and other mobility-related transactions.
  • Support coordination of tax equalization, tax protection, hypothetical tax calculations, and other approved international tax arrangements.
  • Work with qualified tax advisers to coordinate tax briefings, tax return preparation, tax compliance support, and assignment-related tax documentation.
